Politics and business are two indispensable parts of China's economic and social development: The government holds public power,provides services to enterprises through various policy tools,intervenes and regulates economic operations,with a view to achieving better resource allocation,full employment,the industrial structure has a better target and promotes economic development.Enterprises are the main participants in market economic activities and the main players in creating social wealth.As an important part of the socialist market economy,the non-public sector of the economy has been instrumental in creating jobs,advancing science and technology and increasing national tax revenues.The relationship between government and business,especially non-public economic entities,directly determines the political ecology of the entire society and the environment for economic and social development.A good relationship between government and business can make a sound economic and social development,while a bad relationship between government and business can make the poor The widening wealth gap,the loss of fair competition in the social environment,and the deterioration of the political ecology.As General Secretary Xi Jinping pointed out at the private enterprise symposium: The creation of the "Chinese miracle" cannot be separated from the non-public economy.Governments at all levels must further implement the requirements for building "close" and "clean" government-business relations as one.This important task truly concerns the development of the non-public ownership economy and the growth of private entrepreneurs.The industrial layout of resource-based regions often focuses on local resources.Because of the necessity of resource extraction approval and the huge profits of sales,officials holding the approval and planning power have become the targets of businessman's enthusiasm.Prior to the 18 th National Congress of the Communist Party of China,in order to maximize the benefits,entrepreneurs worked side by side with government officials and turned intoan injustice,transforming resource advantages into the personal interests of illegal "political and business alliances".Many officials have begun to pursue the concept of "doing nothing means nothing happens",so that in the early stage of anti-corruption,many government officials saw entrepreneurs as "a plague" and avoided it,and their economic and social development was severely affected.Political and Commercial Relations,General Secretary Xi Jinping used the words "close" and "clean" to accurately define the direction of the construction of new types of political and commercial relations.From the central to local levels,he actively responded and adopted a series of measures to optimize the business environment.Political and business relations have improved significantly..City L is a typical resource-based area,and coal resources are extremely abundant.Since the 18 th National Congress of the Communist Party of China launched a strong anti-corruption campaign,City L has experienced "collapse of corruption" and became a "corruption-stricken area." It is typical in resource-based areas.Therefore,this article selects City L as the research object.Through a large number of cases and interviews with some government officials and corporate know-how,this article expounds the historical evolution and practical exploration of L-Municipal and commercial relations,and analyzes the dilemmas faced by resource-based regions in building "close" and "clean" political-commercial relations.Including the imperfect market-oriented economic system,the imperfect legal system,the absence,dislocation,and offside of local government regulatory functions,unclear government market boundaries,poor communication between politicians and businessmen,and incomplete changes in the ideology of politicians and businessmen.After analyzing the reasons behind these problems,we finally summarized the way out to build "close" and "clear" government-business relations in resource-based areas,that is,to improve the socialist market economic system with Chinese characteristics,improve the socialist legal system with Chinese characteristics,and promote the transformation of government functions.Strengthen the ability of enterprisesto adapt to the market economy,and establish a standardized communication mechanism between government and enterprises.It is hoped that the research can provide theoretical basis and practical standards for the improvement of government-business relations in resource-based regions,and promote the orderly and healthy development of economic society,political ecology.At the same time,it is hoped that the research ideas and improvement strategies will provide better guidance and reference for the construction of pro-clear government-business relations in other regions.
