Research On The Effective Path Of Grassroots Inspection Work In H County

Since the 18 th National Congress of the Communist Party of China,the party has taken the inspection work as an important work to ensure the integrity of the party.This is also a key measure to ensure strict party governance and inner-party supervision.The inspection tour of the 18 th National Congress has achieved full coverage and achieved good results.In order to realize the supervision and the management of the party better,some local government departments studied the mode of Central Inspection and carried out the party inspection as a pilot basis.In 2017,the city and county level patrol work began to be carried out in an all-round way throughout the country.At present,155,000 grass-roots party organizations have been inspected and supervised.H county of Guangdong Province is located in the west of Guangdong Province,under the charge of M City,which is a major anti-corruption city.There has been a case of official corruption in the country that shocked the whole country.During the 12 years,3 secretaries was toppled.This case involved 24 provincial management cadres,218 county level cadres,105 government departments,and all the main leaders of six counties under the jurisdiction of the city.In this context,H county,as the first county-level unit to explore and carry out patrols in the province,has carried out 14 rounds of patrols and patrolled 64 units.1376 problems have been found,156 clues have been handed over,which curbed the growth of corruption effectively,and played an obvious deterrent role.It has practical significance and reference significance for the party construction and social development of H county to explore the construction path of the effectiveness of grass-roots patrol work.This paper takes H county in Guangdong Province as an example,analyzes the problems and causes of patrol work,puts forward suggestions,and explores the construction path of optimizing the effectiveness of county-level patrol work.Based on the relevant concepts and theoretical basis of the patrol system,this paper comprehensively uses the literature research method,case analysis method and questionnaire survey method to carry out the following research: First of all,this paper expounds the significance of the research on the county-level patrol work,evaluates the research status at home and abroad,and expounds the innovation of the in-depth research on the county-level patrol work.Secondly,to interpret the relevant concepts and theoretical basis of the inspection system.Through the description of the meaning of patrol and inspection,this paper analyzes the relationship between them and the differences in their functions,as well as the theoretical basis for carrying out patrol work,which lays the foundation for the further analysis of thefollowing articles.Thirdly,the paper expounds the situation of H county patrol work and the working methods adopted,and investigates the effect of H county patrol by means of questionnaire and interview.According to the actual investigation,the existing problems of H county patrol work are found from the aspects of organization construction,system improvement,working methods,rectification results,team building,etc.Finally,the paper analyzes the reasons for the problems in H county patrol work from the aspects of human society and power collusion,and puts forward reasonable and targeted countermeasures,mainly from the aspects of improving the working mechanism,strengthening the team construction,deepening the application of results,and innovating the working mode,and puts forward suggestions for optimizing the path of county patrol supervision.
