Research On The Governance Of Agricultural Land Illegal Construction In A Town Of A,Leizhou City

Land resource is the most precious and fundamental material basis,which has the characteristics of non renewable and scarcity.Land problem is related to the long-term stability of the country.The report of the 19 th national congress of the communist party of china clearly points out that "to ensure the national food security and firmly put the chinese people's jobs in their own hands",while rural land is the key to ensure the food security and social stability of our country.Since the beginning of the 21 st century,with the acceleration of urbanization,the demand for construction land has increased rapidly,and the phenomenon of agricultural land violation is serious.Agricultural land has been constantly eroded,resulting in a large amount of waste of rural land.For a long time,China insists on the strictest farmland protection system,and requires to stick to the red line of 1.8 billion mu of arable land.However,at present,the phenomenon of illegal construction of rural land is not only repeated,so it is urgent to solve the problem of illegal construction of rural land.At present,there is a lack of systematic research on the problem of illegal construction of agricultural land at home and abroad.Most scholars and experts pay more attention to the problems of local government's own illegal construction,homestead management and land law enforcement and supervision system,but rarely discuss the governance current situation and countermeasures of illegal construction of agricultural land in detail.In the context of the implementation of the strategy of rural revitalization,it is very difficult to achieve "early detection,early stop,strict investigation and treatment" for the governance illegal construction of agricultural land in current,so how to control the illegal construction of agricultural land from the source is more important.In this paper,it takes a town of A in leizhou city as an example,and uses literature research,questionnaire survery,empirical research,comparative analysis,statistical analysis and other research methods to combine theory and work practice,and obtains research materials by consulting relevant literature,field investigation and basic data collection.This paper mainly from three aspects of the loss of land management of the villagers' autonomous organizations,the absence of territorial management of the township government and the dislocation of the supervision of natural resources,this paper tries to find and analyze theproblems and causes of the violation of the construction of agricultural land.In the analysis process,it focuses on how to strengthen the land management of the villagers' autonomous organizations such as the village committee and the villagers' group and the territorial management of the township government at the grassroots level responsibility to improve the efficiency of the management of farmland violations.Finally,by learning from the successful experience of other regions in China,this paper explores the corresponding countermeasures and suggestions from three aspects: the establishment of long-term prevention mechanism,the establishment and improvement of the governance system and mechanism,and the improvement of the supporting measures.With the deepening of the government of agricultural land illegal construction,the effectiveness of the government of agricultural land illegal construction will become the focus of social attention.This study has made a breakthrough in theoretical analysis and research ideas,changed the concept and strategy of governance,based on the perspective of grass-roots governance to build the relevant mechanism of the government of agricultural land illegal construction.This study has an important reference value to solve the problem of agricultural land illegal construction.
