The evaluation of energy consumption and energy-saving potential analysis of urban public institutions are the basis for the effective development of urban energy-saving work.The results can provide scientific guidance and data support for energy-saving work of public institutions.With the establishment of urban energy monitoring platform in China,a large number of data are provided for the energy consumption evaluation and energy saving potential analysis of public institutions.However,there are many factors affecting the energy consumption of urban public institutions,the relevant relationship between which is complex,and the impact degree is difficult to quantify,which leads to different types of energy consumption of public institutions not directly comparable,and the energy saving potential is difficult to estimate.The existing energy consumption indicators have various forms,and different energy consumption indicators represent different energy consumption situations.A single energy consumption indicator is difficult to accurately reflect the energy consumption of public institutions.In view of the above problems,this paper proposes TOPSIS-RSR energy consumption comprehensive evaluation methods and SFA-DEA energy efficiency analysis method,in order to solve the problems of unreasonable energy consumption evaluation and incomplete energy saving potential analysis.And the effectiveness and accuracy of these methods are verified by the annual energy consumption data of urban public institutions.The result show that the method can achieve the comprehensive evaluation of energy consumption and the accurate analysis of energy efficiency of all kinds of urban public institutions,and provide comprehensive recommendations for energy-saving work.The research work of this paper includes:(1)The questionnaire of energy consumption data of urban public institutions is designed,and the annual energy consumption data of 354 public institutions of 9 types in a city in hot summer and warm winter are collected.In view of data loss,abnormality,mutation and other problems caused by subjective and objective factors,the corresponding data cleaning method is proposed,which provides high-quality data support for the accuracy of evaluating energy consumption and analyzing energy saving potential.(2)In view of the problem that the traditional energy consumption evaluation method based on single index can't take into account the multiple energy consumption indexes representing energy consumption characteristics,this paper proposes TOPSIS-RSR energy consumption comprehensive evaluation method.Based on the analysis of the function and forms of energy consumption evaluation indexes,the selection principle of indexes is put forward.Based on the actual data obtained from the survey,using TOPSIS-RSR method to classify the energy consumption of public institutions into four grades: excellent,good,medium and poor.(3)In view of the difficulty in quantitative analysis of energy-saving potential,this paper analyzes the relevant definitions of energy efficiency and energy-saving potential,and proposes the SFA-DEA energy efficiency analysis method.Based on the analysis of the correlation between the influencing factors of energy consumption of public institutions,the uncertain factors affecting energy consumption are proposed as the variable selection basis of energy efficiency analysis.According to the actual data obtained from the survey,using SFA-DEA method to analyze the energy efficiency and energy saving potential of primary education,party and government organizations,first class hospitals and police office,and the average energy saving potential of them is 22.49%,17.48%,17.80% and 14.90% respectively.(4)In view of the shortcomings of the existing energy-saving management of urban public institutions,this paper puts forward the energy-saving management method of urban public institutions based on the energy consumption comprehensive evaluation and energy-saving potential analysis.Then this method is used to plan the energy-saving work of party and government organization,in order to verify the effectiveness and accuracy of the energy-saving management method.Finally,the functional framework and interface of the energy conservation management module of the energy regulatory platform of urban public institutions are designed to provide guidance for the application of the research results in this paper.
