Research On The Problems And Countermeasures Of "Degu" Participating In Rual Goverance In Yi Distict Of Mianning County

China is a unified multi-ethnic country.In the process of historical development,all ethnic groups have formed brilliant and colorful national culture and accumulated rich wisdom of social governance.At present,in the strategic process of promoting the modernization development of national governance system and governance capacity,we should deeply tap the excellent traditional cultural resources of all ethnic minorities in China,actively guide and play their role in rural governance,continuously strengthen the perfection and innovation of rural governance system in ethnic areas,build a rural governance system combining autonomy,rule of law and Moral Governance in ethnic areas,and promote Effective development of rural governance in ethnic minority areas.This paper takes the participation of "De Gu" in rural governance in Mianning County as a research,based on combing the relevant data of "De Gu" in rural governance,and on the basis of multi-center governance theory and good governance theory,adopts questionnaire survey and interview to explore the problems of "De Gu" in rural Governance in Mianning County.The structure of the article is as follows: the first part is the introduction,pointing out the background and significance of the research,and literature review of related issues at home and abroad;the second part is the definition and theoretical basis of related concepts;the third part is the overview of Liangshan Yi's "De Gu";the fourth part is the analysis of the current situation of the participation of "De Gu" in rural governance in Mianning Yi District;the fifth part summarizes the existing problems The sixth part puts forward countermeasures and suggestions based on the existing problems and related theories.Through the research,it is found that the participation of "De Gu" in rural governance in Mianning County has its own limitations;the consciousness of villagers' autonomy is weak;and the relevant system of the government's participation in rural governance is not perfect.In view of the existing problems,this paper puts forward: to strengthen the cultivation of "De Gu",to improve the ability of "De Gu" to participate in rural governance;to actively guide the villagers of Yi District to participate in rural governance;and to provide the government with countermeasures and suggestions for "De Gu" to participate in rural governance.Through this study,I hope that the grass-roots government will actively guide "De Gu" to participate in rural governance and improve its governance capacity,so as to form an effective rural governance and contribute a little to the construction of beautiful villages in Mianning County Yi District.
