Research On The Governance Of Rural Human Settlement Environment In Fuling District

With the continuous development of the economy and society,the rural landscape of our country has changed dramatically.More and more attention has been paid to the improvement of rural human settlements,especially after the strategy of rural revitalization was put forward,the governance of Rural Human Settlements Environment is regarded as the primary task.However,due to the large amount of work on rural human settlements environment governance,the weak foundation of rural areas themselves and the lack of qualified personnel,coupled with the fact that governments at all levels do not attach enough importance to rural human settlements environment,invest insufficient funds,and establish a sound management mechanism,etc.,as a result,China's current rural human settlement environment governance work is stagnant,lack of aftereffect,rural environment dirty and poor phenomenon is still widespread,how to effectively promote the rural human settlements environment governance is the current government at all levels need to consider and solve the problem.This paper takes Fuling District as the research object,goes deep into the actual investigation of some villages and towns in Fuling District,carries on the detailed investigation and research to 300 peasant households in six villages and towns in the whole region through the questionnaire survey,and directly interviewed more than 60 town and village cadres and social personages,mainly from the grass-roots government,social organizations and villagers to find out problems,we found that there are problems at the grass-roots level,such as unbalanced work progress,inadequate publicity and guidance,inadequate assessment and supervision mechanisms,insufficient financial input and insufficient coordination between departments,etc.,in social organizations,there are mainly problems such as less input of private capital,less outsourcing services and insufficient social supervision,there are some problems such as the low level of villagers' education,the low level of cognition and participation of rural human settlements environment,and the backward production and life style.In view of the above problems,this study from the grass-roots government,social organizations and villagers from the perspective of policy recommendations.First,at the grass-roots level,the government will strengthen publicity and guidance to increase villagers' awareness of and participation in the governance of the RuralHuman Settlements Environment;second,it will strengthen coordination among departments,increase financial investment and improve the monitoring and evaluation mechanism;and third,it will explore mechanism innovation,construction of the villagers as the main body,government guidance and social participation in the co-governance system of human settlements environment.Second is the social organization,one is to co-ordinate social forces,increase the input of social capital,accelerate the operation of market-oriented governance of the Human Settlements Environment,the other is to introduce third-party supervision,constantly strengthen social supervision.Finally,on the part of the villagers,first,giving full play to the leading and exemplary role of the village cadres and the wise men of Xinxiang,and second,continuously stimulating the initiative and creativity of the villagers themselves,so as to raise the level of villagers' self-governance,efforts will be made to integrate rural governance with the improvement of rural human settlements.
