Because of the reform and opening up,China's society and economy have made rapid development.Meanwhile,education has also made a great progress.Besides,with the comprehensive popularization of nine-year compulsory education in China and the continuous improvement of people's education demand,education scale,popularization level and people's acceptance of education have been significantly improved in China.Under the new era,education is not only a way to achieve a wonderful life for the people,but also an important part of owning a wonderful life.In the 19 th CPC National Congressreport,strengthening education is fundamental to our pursuit of national rejuvenation.We must give priority to education,speed up its modernization,and develop education that people are satisfied with.To develop education that people are satisfied with,the most basic requirement is to ensure the equal right that every school-age child and adolescent has to attend school and get education.In 1980,the Central Committee of the Communist Party of China issued the document on several questions concerning the popularization of primary education.It was formally put forward that the policy that the layout of schools and running mode must be consistent with the production and life of the masses so that students are admitted to neighborhood primary school,up to now,it has been nearly 40 years since the development of the policy of "nearby enrollment".With the constant changes of our country social contradictions,the implementation of the policy has appeared increasingly problems.How to perfect the policy of "nearby enrollment" to satisfy the needs of the people in the new era and develop education that people are satisfied with? This is the main research content of this thesis.On the original intention of studying and perfecting the policy of "nearby enrollment",this thesis chooses Nanhu Peninsula District of Wuhan City as the research model.At the same time,the thesis studies implementation dilemma of the policy of "nearby enrollment" in the area and summarizes the policy execution problems,analysis of policy implementation,the cause of the problem and puts forward the policy consummation corresponding suggestions through using three kinds of methods such as literature analysis,questionnaire survey,field interview method and so on.By the analysis and summary of the survey results,there are some problems in the implementation of the "nearby enrollment" policy in Nanhu Peninsula District.They mainly include the following four aspects: understanding policy has ambiguity,the problem of choicing school is outstanding;the instability of Land planning hinders the implementation of the policy;lack of communication and coordination among local educational administrative departments;the educational demands of the people in the district have not been solved in time.Through in-depth analysis of the policy implementation problem,the following four causes are obtained: the policy text of "nearby enrollment" is not perfect;lack of high-quality educational resources and unbalanced allocation of educational resources;there are some flaws in the management of local educational administrative departments;lack of effective social supervision and accountability mechanism.According to the dilemma faced by the policy of "nearby enrollment" in Nanhu Peninsula District,the following four countermeasures and suggestions are put forward through analyzing the reasons and researching literature: optimize the document of the policy of nearby enrollment and formulate standard of nearby enrollment;optimize the allocation of educational resources and stick to the balanced development of educational resources;strengthening the Management of Local Educational Administrative Departments;optimize the policy and accountability system.
