The job placement of retired soldiers is not only related to the development of society,but also to the stability of the whole country.Along with the reform of social institution and the development of economy,the previous job placement approaches of retired soldiers have conflicts with the current social developing situation,For a long time since the founding of New China,it has been relatively easy for the government to directly place retired soldiers and assign coordination posts.Later,with the development of economy and times,China's employment system has changed greatly,the country can allocate fewer and fewer jobs.Especially in recent years,local governments,institutions and state-owned enterprises have implemented establishment control,the former state-owned enterprises have been streamlined,and higher requirements have been put forward for the academic qualifications and professional ability of job-seekers,further increasing the pressure on the employment placement of ex-soldiers,which needs to be reformed and perfected,which requires to be timely reformed and improved.This paper takes a county-level city in Shandong Province as an example,analyzes the problems through conducting surveys to obtain deeper comprehension of the implementation of the job placement policies of local retired soldiers,and puts forward corresponding improvement strategies.According to the results of this survey,the number of retired soldiers whose jobs are arranged by the government is relatively small.In addition,the retired soldiers who have been employed have low income,low job stability,and are suffered from difficulties to adapting to the job requirements.Moreover,from the perspective of job placement channels,retired soldiers mainly rely on recommendation of relatives and friends,or just on themselves,which indicates that the channels are relatively narrow.After research and analysis,this paper draw a conclusion that the primary causes ofthese problems are the lack of existing policies,the lack of posts that the society can provide for retired soldiers,the rapid social changes as well as the gap between the expectation of soldiers and the actual post after job placement.Therefore,on the basis of the practice of job placement of retired soldiers in Britain and Russia as well as other areas of Shandong Province,the author selects the job placement practices suitable for the actual situation of Y City,such as promoting employment training,enhancing the service functions of government departments,etc.Finally,the author puts forward suggestions to promote the job placement of retired soldiers in Y City from the aspects of soldiers themselves,the government and the army.First of all,the government should strengthen the reception of retired soldiers and encourage enterprises to accept them through preferential policies.In view of the characteristics of retired soldiers engaging in military training for a long time,the government can encourage them to work in military-supplies enterprises.In addition,the government should incite retired soldiers to start businesses to improve their employment rate as well as broaden employment channels.Secondly,the army should also carry out relevant training and ideological guidance before the soldiers retire in order to assist them in forming a correct outlook on career selection and improve their professional skills.Finally,the government and the army should also guide the soldiers to correctly treat the current employment form and the demand of the society for talents,make the retired soldiers reasonably locate their employment expectations to avoiding the phenomenon that the actual employment situation is not in line with the retired soldiers' employment expectations.
