The resettlement system for ex-soldiers is a part of the social security system.It is a guarantee of funds and services,which is provided according to certain laws and regulations by the state,for the soldiers' contributions during their service and the impact of environmental changes caused by their retirement on their lives.A sound and reasonable security system for retired soldiers bears on national security,military construction and social stability.After nearly 70 years,since the founding of the People's Republic of China,retired soldiers settlement system in China has achieved remarkable results,but there are still room for improvement and development: during the period of service,soldiers guarantee of national security,social stability,when it's time for them back to active duty,they should be pay by the whole society.But under the current policies,the government bears most of the resettlement work,other organizations and groups almost didn't take any responsibility.It cannot drive the whole society attention of the retired soldiers group.With the reform of the economic system,the placement of non-commissioned officers still follows the practice of government-arranged employment in the era of planned economy,it didn't care the employment ability of non-commissioned officers and the needs of employers.The self-employment group of retired soldiers is generally young and lack of survival skills.They receive subsidies and receive education and training within a short period of time after retirement,and then,they enter the society in a concentrated way.There is no substantial guidance on self-employment group of retired soldiers,which is not only a waste of human resources for the country and society,but also one of the factors which can causing social instability.In this paper,I straightened out the retirement system of our country employment andeducation training policy system firstly,then used relevant theories,through analyzing the former data and questionnaire survey,find out the problem exist in employment and education training of retired soldiers,analysis reason.Finally,combing with relevant foreign experience,put forward the countermeasures and suggestions: First,establish a group of retired soldiers exclusive employment platform,which dominated by the government,cooperated with social and economies organizations,providing communication channels for retired soldiers and unit to communicate with each other;Second,the government apply " security engineering ",abandons arranging work for Soldiers who can be get job from government,and provides public welfare posts for non-commissioned officers who still cannot find a job after training and providing employment channels.Third,established a sound education and training system to improve the ability of employ of ex-soldiers.It is hoped that the above methods can solve the following problems: mismatching demand between the transferred non-commissioned officers and the employing units in the current policies,and the employment difficulties caused by the insufficient social skills and limited employment channels of retired soldiers,so as to improve the overall employment ability of retired soldiers and promote their long-term sustainable development.
