Analysis And Countermeasure Research On The Placement Of Retired Soldiers

After more than 70 years of hardships,China’s revolution and construction have made remarkable achievements,which cannot be achieved without a strong national army and dedicated soldiers.Soldiers have made great contribution to our country,when discharged from active service,the whole society should feedback soldiers and pave the way to home fort them.Veterans properly placed,in turn,makes the serviceman without worries,contributing to nation faithfully and creating a more peace and stability environment to promote economic and social prosperity.As a large group of ex-servicemen,ex-soldiers not only have a large number every year,but also are at the weak end of the chain of placement and employment compared with ex-officers.The placement of ex-soldiers can be divided into two ways: independent employment and government arrangement.This paper focuses on the arrangement of ex-soldiers in line with government arrangements.The author as a new staff of Veterans Affairs Department,combined with practical work experience,interviewed those people such as,the Municipal Civil Affairs Bureau staff,Veterans Affairs Bureau leadership colleagues and comrades in job placement of L area.At the same time the author completed the questionnaire of 200 veterans who arranged by the government in 2014-2019 by visiting investigation and telephone interviews.This paper uses Literature Research Method,Comparison Method,Questionnaire Method,the Service-oriented Government Theory,the New Public Management Theory,and the Theory of Welfare Pluralism to settle problems of retired soldiers,combining the development course of former soldiers resettlement and the new model of archives quantification this year,the comprehensive analysis of resettlement mode and the status,find out the conflict problems of the resettlement,make multi-angle analysis of the cause of the problem,through using the advantages of domestic and foreign advanced placement methods,finding the new way of thinking.This paper puts forward countermeasures and suggestions from the perspectives of government functions,excavating the role of social organizations,and improving the quality of ex-soldiers,so asto optimize the resettlement work in L area and even a larger scope.
