Research On Social Management Of Minority Floating Population In Q City

"Huge quantity of the floating population" is a major feature of China’s current national conditions of the population.The mainly flows is from the west to the southeast coast,and the main inflow areas are the Zhujiang Delta,the Yangtze Delta and Beijing-Tianjin-Hebei region.Moreover,the number of the floating population of minority has exceeded 30 million.The population floating of minorities has brought great pressure on social management to the inflow city.Due to the heterogeneity of religious beliefs and cultural background,it is difficult to adapt to the local society for them in a short time.In addition,they are likely encounters setbacks and difficulties in life and work which can lead to various social contradictions and undermine the harmony and peace of the local society undoubtedly.Besides,it will bring severe challenges to the service and management of the local government.The thesis takes Q city as the survey place and the influx of minority floating population in the western region as the research object.Through questionnaire survey and in-depth interviews,it analyzes the social services and management of Q city local government from different perspectives of subject and objective.The study found that this kind of floating group is mostly engaged in "ramen restaurant" operation.There are social life dilemmas such as poor living environment conditions,"involution" of social interaction,and difficulty in protecting rights.The reasons for these dilemmas belong to themselves.However,it also reflects the obvious problems of local governments’ management in the service and management of minority floating population.Such as inefficiency management,unequal supply of public resources and low level of specialization of grassroots services.These problems in the management of minority floating population are due to conservative managers concepts,imperfect public service system,and the lack of effective policy guidance for grassroots work.Therefore,the government of Q city should enhance the urban immersion of minorities,and adjust management concepts actively,respect cultural differences and improve the professional work of management staff.They should use the scientific management platforms effectively and develop effective methods actively to achieve convenient and effective basic service which is based on reality.They should perfect the management system and assessment system and enhance the urban management level to create a harmonious and stable social environment.These are the key factors for the local government of Q city to improve the management ability of the minority floating population.
