The Research On The Floating Population Management And Service Of The Minority On Kunming

Yunnan province is a settlement which inhabited by a large minority population. As the capital city of Yunnan,Kunming is the center of policy, economic and culture. Recently, with the acceleration of population increasing in the number of minority and the surge urban construction, as a result of a large number of rural mountainous minority labor leave their hometown to Kunming because of the economic booming, Kunming becomes the destination for minority migrants and attains more effective labor force. However, the growing size of the minority migrants has brought series of problems on the minority policy and social management such as social security issues, poor sanitation, scarce public resource, belonging for minorities urban migrants, family separation issues, employment and education issues. Except of those problems, many barriers, for example the distinctiveness of the minorities, the lagging administration, the difficulty to manage and imperfect relevant laws and regulations, are resulting in the management of the differentiation on the subjects with the flow of minority population, the difficult co-government establishment, weak administration and coordination mechanisms, the inadequate capacity of public services in Kunming.To solve the issues illustrated above, government needs to further strengthen the management on floating population for minorities. We should put forward a service concept of reasonable administration, establishing a number of systems, improving the basic public service systems for minority migrants with the establishment of minority floating population management service platform and the association with citizens for minority migrants administration together, helping to manage and constantly improving the the basic public service systems and relative laws for minority migrants.In short, this paper is a concept from new perspective public administration theory and local governance theory, attempting to study the existing minority migrants basic condition and its impact on the management problems which has been described. On this basis, the author propose suggestions and countermeasures related to improvement on the management of Kunming minority floating population. If it can affect, the author will be of the greatest relief.
