Research On The Government Function Of Industrial Transformation And Upgrading In Shizuishan

Resource-exhausted city is the important energy base in the early year since the founding of new China,which made a significant contribution to the national economic development and industrial system.However,with the continuous exploitation of resource,mining city would decline when resource is used up.Under the control of planned economy for a long time,accumulated structural contradictions were broke out.It will affect the process of sustainable development in local economy and society.Only the government can guarantee the success of transforming.Through the study of the government functions in the economic transformation of Shizuishan,not only provide policy suggestion for the economic transformation of Shizuishan,but also can provide valuable reference for other similar resource-exhausted cities.This paperbases on consult an enormous literature.Firstly,With the governmental function theory,theory of new public management and sustainable development theory as basis,analyzing the problems and reasons on the governmental functions.Secondly,learning from successful experience of some foreign cities.In view of this,it is proposed to optimize the function of government regulation,including the role of govemment,improve the government’s economical function,optimize the government function to enhance the social service function and ecological protection.
