Research On The Governance Of Rural Human Settlement Environment

With the continuous progress of our society,the overall economic outlook has undergone tremendous changes,and the living standards of rural residents have also been continuously improved.The problem of governance of the rural human settlement environment has attracted widespread attention from the government and academia.At present,China is in a decisive period for building a well-off society in an all-round way,and the most prominent contradictions,the most arduous tasks,and the most extensive and profound foundation are rural areas.In the current rural revitalization strategy being implemented by the party and the country,ecological livability is a key part,and the governance of rural human settlements has also become one of the main tasks of governments at all levels.After the Central Committee of the Communist Party of China issued the Opinions of the Central Committee of the Communist Party of China on the Implementation of the Strategy for the Revitalization of the Villages in 2018,it successively issued a three-year action plan for the improvement of the rural human settlements environment and a village clean-up plan for the improvement of the rural human settlements environment.The policy document focusing on the governance of rural human settlements has pushed forward the actions of rural human settlements environmental governance.However,due to the constraints of various parties,various resistances have also been encountered during the specific implementation process,and some new problems have been exposed.Based on this,the author uses the literature research method,empirical research method,questionnaire survey method to guide Wulong Village in Langzhong City and Wulong Village in Langzhong City under the guidance of the theory of human settlements and public governance.National Rural Tourism 3A Scenic Area,National Village Governance Demonstration Village,Sichuan Provincial Poverty Alleviation Demonstration Village,Sichuan Provincial Employment Poverty Alleviation Demonstration Village,Langzhong City's Demonstration of "Livable and Suitable for Industry",its rural living environment is particularly Representation.Based on a comprehensive analysis of the current situation of human settlements environmental governance in Wulong Village,the problems and causes of its governance are explored.Combined with the governance experience of some advanced rural areas in China,the principles and countermeasures for rural governance in rural areas are put forward.The research results show that since 2017,in order to promote the process of ruralhuman settlements environmental governance,Wulong Village in Langzhong City has promoted the use of new energy through a series of measures,consolidated the foundation for environmental improvement,developed rural green industries,and built Good country culture.However,due to the weak awareness of environmental protection of human settlements,the low education level of villagers,the lack of main body support due to the loss of permanent residents,the low disposable income of villagers,the inadequacy of governance systems and related laws and regulations,etc.,the governance effect of Wulong Village in Langzhong City is insufficient The level of governance is not high.To this end,on the basis of adhering to the leadership of the party and the government,the role of farmers as the main body will be brought into play,and the process of governance of the soft environment of human settlements will be accelerated.
