Land is a special factor of production and has always been inseparable from politics.Agrarian reform is a usually controversial social arrangement or transformation that aims to enable the government to manage the occupation and use of land.Land reform adapted to domestic development needs as an important social arrangement is conducive to maintaining social stability and promoting economic prosperity.Studying the interaction between land reform and political power and explaining the power game contained in the process of land reform is one of the important breakthroughs in solving the political and social crisis caused by land problems.The question to be studied in this paper is,how is the current land reform measures formed? Specifically,what is the main driving force behind the instability of several agrarian reforms in Rwanda? This paper adopts the comparative research method and the literature research method,and analyzes the path according to three levels: first,from the ancient state to the modern state,using the traditional land system to compare with the private land system,using the comparative perspective to understand the essential transformation of the land system,expounding the collapse of the traditional land system on the basis of the political power intervention,which needs to be reformed;second,examining the interaction between the land and the Hutu regime development process and grasping the original land in the modern state construction Third,to examine the question of land in the reconstruction of the Rwandese State,and to explain the impossibility of applying the land governance system under the old Western colonial system,it is necessary to find a solution suitable for itself.Today,Rwanda enjoys political stability,good social order and fruitful national reconstruction.Following the formation of the new Government in 1994 by the Rwandese Patriotic Front(RPF),active land reform has been carried out,the establishment of a sound land registration system,the regulation of land use and,on that basis,the implementation of agrarian reform,all of which have contributed to the settlement of the land problem in Rwanda.However,in the long run,with the natural increase in the population of Rwanda,Rwanda's land resources remain scarce,and only if the land problem is properly resolved will Rwandan society be able to maintain social and political stability.
