Research On The Transformation Of Local Government Governance In Big Data Thinking

Along with the development of big data applications,a new set of governance logic has emerged,namely big data thinking.For local government governance,big data thinking emphasizes the use of big data to capture the changing trends of society,citizens' needs in the economy,people's livelihood,etc.,and responds to the challenges of a diverse and personalized era with an open and shared attitude.At present,the traditional local government governance based on the bureaucracy is obviously not suitable for the development requirements of the information age,such as the diversification of people's livelihood needs,open information sharing and convenient and efficient supply.Seeking the transformation of local government governance is very necessary and urgent.The purpose of this study is to analyze the internal logic of local government governance transformation from the perspective of big data thinking,explore the direction and path of local government governance transformation,and promote the modernization of local government governance.This article first clarifies the background purpose and significance of the research,the domestic and foreign literature review,research content and methods,etc.Second,it outlines the concepts of big data thinking,local government governance,and modernization of local government governance.It points out the internally unified relationship between big data thinking and local government governance transformation,as well as the new requirements of big data thinking for local government governance.Based on the theory of good governance and the theory of seamless government,a proper model of modern local government governance isconstructed.Furthermore,by elaborating the occurrence conditions and development process of the "Run Only Once" reform in city A,the four governance transformation results of the values,cooperation,efficiency and technology that it reflects are pointed out.At the same time,it analyzes the dilemma of the transformation of local government governance in four aspects: function,method,decision and process.After that,under the support of the theories,it analyzes the four major reasons for the dilemma of local government governance transformation at this stage,including the deviation of goal orientation,the unequal status of the subject,the inadequate updating of ideas and the poor coupling effect of the carrier.Finally,from the four dimensions of governance concept,structure,mechanism and tool,this paper proposes four ways to optimize governance transformation,namely "Good Governance","Legalization","Integration" and "Informatization".
