Study On The Change Of County(District) Level Government's Role And Its Driving Force In The Development Of Rural Collective Economy

In the process of rural collective economic development,the county(District)level government,as a part of the political structure,plays a key role.Since the reform and opening up 40 years ago,with the reform of macro-economic system,the central and provincial policies issued,the focus of rural collective economic development in various provinces and cities has also shifted and changed.For X village,the sustainable development of its collective economy has gone through several stages,and the key role of county(District)level government in its development process has also undergone corresponding changes.Based on the 40 years of collective economic development of X village in Y District of Zhejiang Province,this paper studies the change and dynamic mechanism of the role of the county(District)level government—Y District People's government.X village is located in Zhejiang Province,which is characterized by the development of private economy,but it has special successful experience in the development of rural collective economy.As a national AAAAA tourist attraction and one of China's top ten villages,X village has successively won the honors of "global top 500 ecology" and "the world's only village selected to participate in the Shanghai World Expo" awarded by the United Nations.This study starts from combing the development process of X village's collective economy,and summarizes the different stages of its development.The development of X village's collective economy starts from the industrialization of the village,and gradually develops from ecological agriculture and family farms.Finally,it focuses on the development of eco-tourism industry,and its developmentstages are divided into the initial stage(1979-80's middle and late),growth stage(80's middle and late to 90's middle and late),development stage(from the middle and late 1990 s to 2010),and activation stage(from 2010 to now).Based on the relevant theories of the relationship between the state and society,this study examines the changes of the role of the people's Government in the development of the collective economy in X village,that is,to explore the interaction process between the collective economy in X village and the people's Government in Y District from the historical development track of the collective economy in X village,and to summarize the four relationship forms of "encouragement","participation","guidance" and "standardization",so as to build up A process analysis framework based on the relationship between the state and society is put forward: encouragement— participation —guidance—standardization.On the basis of this framework,it summarizes the key roles of county(District)government as the executor of national will in the development of X village's collective economy in different stages of development,namely,commendation and encouragement,participation and strengthening,guidance and guarantee,cooperation and standardization.This study also uses the theory of dialectical relationship between economic foundation and superstructure,combined with the changing reality of the role of the people's Government in Y District,analyzes the changing process and logic of the role of the people's Government in Y District,and clarifies the changing dynamic mechanism of the role of the people's Government in the development of the collective economy in X village.The change of the role of the government originates from the strong pressure mechanism formed outside the government,and transforms it into the endogenous power of the change of the role of the government.In different stages of the development of X village's collective economy,the role of Y District's people's government has been gradually highlighted to targeted strengthening,promoted by the "top-down" reform,"bottom-up" and parallel villages and the same level of government.Finally,this paper analyzes the future trend and promotion strategies of county(District)level government in the development of rural collective economy,and puts forward relevant suggestions,which are divided into three parts: first,county(District)level government should play a role in promoting rural collective economy,specifically including:encouraging rural collective economy to explore diversified development models andpromoting ecological agriculture Modernization;second,the county(District)level government needs to strengthen the concept leading role,which can be divided into:strengthening the concept leading role of "developing rural collective economy" and cultivating the concept of sustainable development;third,the county(District)level government needs to build a perfect guarantee mechanism for the development of rural collective economy,which plays a good role in standardization,supervision and guarantee.In the context of rebuilding the relationship between urban and rural areas and building a new type of political and commercial relationship,the county(District)level government plays an adaptive role in the rural collective economy,which is not only conducive to the healthy development of the latter,but also has a positive regional impact on the local economy,society,culture and other aspects.
