| The selection and appointment of military officers is an important part of military human resource management.CAPF Officers under regimental level are appointed by the CAPF Corps in accordance with their authority.It directly affects the military development at primary level and determines the talent reserve of top leaders.This is a major issue and an important problem faced by the chiefs of CAPF for a long time.Paying attention to the selection and appointment of military officers below the regimental level and exploring scientific and feasible countermeasures of it is an important and also a very realistic subject.It is very helpful to improve the quality of military employment fundamentally and enhance the combat effectiveness of the troops.This article selects the CAPF X Corps as an example.It first elaborates the research background of the selection and appointment of military officers,and clarifies the necessity and practical significance of the research from different angles such as perfecting human resources management theory,optimizing the effectiveness of personnel training,and exploring the beneficial experience of military reform.On this basis,it reviewed the current status of theoretical research on the selection and appointment of military officers domestic and international,and proposed the main content and research methods of the research,which provided theoretical support for the launch of the research.This article analyzes from the following five aspects: the weakening of selection,the difficulty in implementing selection criteria,the emergence of contradictions in promotion,the lack of effective job exchange,and the lack of credibility in the appointment results.Then the reasons are analyzed from the aspects of standard setting,implementation of principles,competition mechanism,evaluation feedback and so on.Finally,the article puts forward suggestions on establishing a qualification system that is in line with the actual conditions of CAPF,improving the scientific selection and appointment competition mechanism,optimizing the principles and requirements for refining the selection and appointment of military officers,and establishing a closed feedback mechanism for appointment results.Therefore,it provides guidance and operative suggestions for the selection and appointment of military officers below the rank of the regimental level,and provides decision-making compliance for specific practical work. |
