Prison Police Profession Based On Competency Model Study On The Standard System Of Occupational Element Energy

Prison is the execution organ of national penalty and an important part of the state machine of people's democratic dictatorship.It is of great significance to build a prison police team with excellent quality to maintain the system of people's ownership and social harmony and stability.At the Fourth Plenary Session of the 19 th Central Committee of the Communist Party of China,it was proposed that the major goal and task of promoting the modernization of the national governance system and governance capacity should be to improve the modernization level of the prison governance system and governance capacity,with team building as the key and quality and capacity as the key.In recent years,although great progress has been made in the construction of prison police force in China,some deep-seated and structural problems have not been thoroughly solved,which are mainly reflected in the aspects of single and lagging knowledge structure,uneven Business Literacy,serious job burnout,and poor physical and mental health,which to some extent affect the efficiency of prison work and seriously restrict the development of prison work in the new era.This thesis adheres to problem-oriented,point oriented,systematic research and analysis,scientific and theoretical support,and a variety of methods,highlighting practical,practical and effective.First of all,it analyzes the overall quality of the prison police force,and uses the modern human resource management means of "competency" to refine the competency elements of the prison police in different positions,so as to build the competency model of the prison police,and finally establish a complete set of professional competency standards of the prison police.This will help the prison system to further integrate and optimize the allocation of human resources,build an efficient prison organizational structure and work operation mechanism,innovate and improve the professional ethics of prison police,constantly improve the personal quality and professional planning ability of prison police,enhance the sense of mission,honor and identity of police,and then create a good professional atmosphere of entrepreneurship and enterprising Strong theoretical and practical significance.Based on the summary of competency theory research and application at home and abroad,this thesis combs the status quo and reasons of the professional elements of the prison police in China;secondly,through literature,interview and questionnaire survey,taking G women's prison as an example,based on different post functions and job requirements,the prison police posts are divided into supervision and transformation post,prison district officer post and multi-level leader post There are four types of guide post and comprehensive service post,andthen the competency model of prison police is constructed,including general professional quality,general professional ability,post professional quality and post professional ability.After that,according to the competency model,the definition and specific behavior level of each element are described,and finally the professional competence standard of prison people's police is established.This thesis holds that the general professional quality of prison police includes seven elements: firm belief,belief in the rule of law,courage to take on responsibilities,objective justice,consciousness of discipline,consciousness of confidentiality and mental health;the general professional ability includes six elements: the ability of interpretation and reasoning,the ability of finding problems,the ability of communication and coordination,the ability of information technology,the ability of learning and innovation,and the ability of implementation The four types of posts include different post professional qualities and post professional abilities,which are more specific than the general element.
