Research On Performance Evaluation Of Comprehensive Protection Management For Important Economic Objectives In Civilair Defense

The important economic objectives in civil air defense field is an important economic unit related to the production and life of the region and even the whole country,therefore,the comprehensive protection of these objectives is highly valued.In recent years,a large number of individuals in the field of civil air defense have more deeply participated in the production and life of the region or the industry.Comprehensive protection is an all-round protection for a unit to ensure its healthy and good operation and fulfill its responsibilities.Therefore,all types of units attach special importance to the comprehensive protection of their own units.For the key economic objectives in the field of civil air defense,comprehensive protection is more important.Especially in the context of civil-military integration,some individuals in the field of civil air defense integrate into society and market,which makes their safety protection work more complex.In this context,this paper focuses on the key economic objectives in the field of air defense,and studies the performance evaluation of comprehensive protection management.This paper starts with the research background and significance of this research,analyses the latest research reviews of comprehensive protection management at home and abroad,and finally chooses the following methods.Firstly,using Delphi method and survey method to evaluate the index that can effectively measure the performance of key economic objectives in the field of civil air defense in China.Secondly,DEA method is used to evaluate the comprehensive protection management efficiency of the enterprises or projects studied.The research object of this paper is eight projects(enterprises)in the field of air defense,and the eight units belong to four industries on average,namely,communication industry,mining enterprises,reservoirs and metro.The eight units are evenly distributed with two regions in China,namely,the northeast and South China.For the choice of objectives,there is a certain emphasis.Firstly,in the choice of industries,this paper mainly focuses on the areas closely related to people's lives and production in the field of air defense.Because of the special historical reasons,the northeast of China has more projects in the field of civil air defense,while South China is an important pole of China's economic development,and the comprehensive protection of key economic objectives in the area of civil air defense is more significant.The core chapters of this paper are Chapter 3 and Chapter 4.In Chapter 3,the input and output indexes used to evaluate the performance of comprehensive protection management are constructed.The input indexes mainly include seven items:management attention,employee participation,safety training,safety managementsystem integrity,supervision and inspection,safety and protection equipment(facilities)investment and safety and protection professional rescue team construction investment and each item has four to five quantifiable indicators.For output indicators,the term loss and casualties is used.In Chapter 3,DEA model is used to calculate the comprehensive efficiency value,technical efficiency value and scale efficiency value of the above eight projects(enterprises).Through comparative study,we can judge the overall efficiency situation of each unit macroscopically.For the units with low comprehensive efficiency value,we can analyze the reasons for their low comprehensive efficiency value.Besides by calculating the degree of redundancy of input factors and the sensitivity of input factors,the main indexes affecting the performance of comprehensive protection management for units in different industries are investigated.
