| Recently,with the rise of secondary and tertiary industries coupled with the rapid propulsion of new urbanization strategy in China,there has been a mass exodus of surplus labor forces from villages to cities,which leads to serious problems(mostly in rural areas)like the decline in the population of countryside,agricultural labor force cutback and different degrees of land abandon.The Central No.1 File issued in 2013 first put forward to encourage and support to convert the land contracted into leading specialized households,family farms as well as farmer cooperatives,aiming at prompting large-scale operations.At the same time,the file has laid down the the requirements of constructing the improving mechanism of agricultural and socialized service accompanied by the requirements of fostering and developing diversified service providers.Also,the document specifies the demands in the areas of strengthening charitable services for agriculture,cultivating agricultural profitable-oriented service organizations along with innovating measures of service.Gaogang,a district in Taizhou,focusing on industrial development,has also been been actively exploring the development of agricultural and socialized service.Good as the achieved triumph was,it is also confronted with some problems.This paper carries on researches on the current situation of the agricultural social service in Gaogang through on-the-spot visits as well as symposium.By analyzing the related factors,the author finds that the area suffers constraints like weak policy support,shortage of capital as well as low level of technology.Learning from the experience of advanced regions,this paper has put forward suggestions to enhance and optimize the measures.Immature as these suggestions may be,they are believed to have certain reference value to the construction of agricultural social service in gaogang as other similar areas in China. |
