Study On The Problems And Countermeasures Of Investment Promotion In Hecheng District Government Of Huaihua City

With the development of coastal industry transfer,it has gradually become the main way to attract investment for cities in the underdeveloped areas of central and Western China to undertake the industrial transfer in central,Eastern and southern China and cultivate local high-quality enterprises.The central and Western governments have gradually realized that unilateral focus on cultivating local enterprises or unilateral focus on introducing foreign enterprises is far from enough,which is not conducive to the long-term development of the economy.They should combine "undertaking industrial transfer","cultivating local high-quality enterprises" with improving government supporting services.Hecheng District,Huaihua City,Hunan Province,is located in the middle and west of China,and its economy is underdeveloped,but its geographical location advantage,ecological resource advantage and labor resource advantage are particularly obvious.Especially in the regional development strategy of "one core,three poles and four points" put forward in the 13 th five year plan of Hunan Province,Hecheng is positioned as "one pole,two belts",that is,the new growth pole radiating Southwest China and connecting Chengdu Chongqing urban agglomeration,the economic belt of Shanghai Kunming high speed railway and the ecological cultural tourism economic belt of Zhang Jihuai.The new opportunities bring many new challenges to Hecheng.In the current economic development in the new normal situation,the government's investment promotion work is very important.The development of investment promotion work directly affects the government's quantitative and well-off society's assessment objectives.In the reality of increasingly fierce competition for investment attraction in cities and counties(districts),how to change the government functions,seize development opportunities,actively undertake industrial transfer,and achieve the integration of industry and city,and sustainable and rapid economic and social development in Hecheng district is a major problem to be solved urgently.From the perspective of government functions,guided by industrial chain theory,growth pole theory,and relevant principles of public management,this paper takes the investment promotion work of Hecheng district government of Huaihua City as the research object,on the basis of fully studying the relevant materials of regional development at home and abroad,starting from the aspects of industrial development planning,assessment and evaluation mechanism,investment promotion mechanism and local government administrative environment,etc This paper analyzes the existing problems and the causes of the problems in the investment promotion work of Hecheng district government of Huaihua City,and puts forward the countermeasures and suggestions for the investment promotion work of Hecheng district government of Huaihua City according to the situation of Hecheng district from the aspects of strengthening the policy guidance,changing the concept of investment promotion,adjusting and establishing the long-term mechanism of investment promotion and scientific positioning of the role of the government Huaihua City Hecheng district government investment work to provide a reference for the local economic development of Hecheng district to provide internal impetus.
