Study On Countermeasures Of Villages' Illegal Building Of Hecheng District, Huaihua City

The reason using of villages' land is directly related to the country's food problems, so human beings must take advantage of every inch of villages' land in intensive land utilizing. With the rapid development of society and economy, the phenomenon of illegal building in rural areas has become increasing seriously. It resulted in a lot of villages' land wasting, and has severely limited the new rural and urban constructing and developing.This paper obtained the status of villagers' illegally building through to investigating villages' illegal housing in Huaihua Hecheng District. To solve the problem of villages' illegally building and decrease the percent of violating cases in rural areas by using social surveys, analysis and comparison method. Many factors resulted villages' illegally building, such as farmers' weak awareness of the law, lag resettlement after lagging village, and the problem of "three difficulties". The subjects of rural land illegal housing in Hecheng District are individuals, enterprises and institutions, especially individuals is more serious. The manifestation of the rural land illegally housing are diversity, such as identification of dangerous grounds in order to ultra-area to illegal housing or constructing of small rural property buildings. Therefore, we should focus on improving the land management system, integrating the existing resources, and supervising the rural land illegally housing efficiently. At the same time the implementation of accountability system, intensify punishment. In addition, we should pay more attention to reinforcement the farmers' land conservation awareness and legal consciousness, and constantly strengthen the construction of regulatory authorities. Spervising land utilization with high-tech means, we can save manpower, material resources and energy to manage land orderly and efficiently, which is the future trend of land management.
