Association Of Senior Citizens In Community Mutual Aid Pension Research

Against the backdrop of an ageing population and increasingly strained supply and demand for old-age care services,how can we bring into play the power of multiple actors in old-age services,explore the organic combination of "self-help","mutual assistance" and "public assistance",and constantly respond to the growing demand for old-age services? In recent years,the Shanghai Municipal Office of Ageing and the Association of Social Workers,funded by the government,have actively explored the "old partner" program of "helping elderly people in the community" and made preliminary exploration and accumulated valuable experience for solving such issues.Based on the theory of welfare pluralism and taking the Shanghai "old partner" project as an example,this paper studies the role and function of the elderly association in promoting mutual support and old-age pension.Research has shown that associations of the elderly play the roles of Mobilizers,planners,service delivery agents,Implementers,resource integrators and coordinators in the context of mutual assistance for the elderly.The function of the elderly association in mutual assistance for the elderly is reflected in the fact that it also satisfies the needs of the elderly and the young elderly.Relieve the pressure on the under-staffing of pension services;It has expanded the number of volunteers for old-age services and promoted the dedication of helping others.According to the problems that the elderly associations have emerged in the process of participating in community support for the elderly,such as the imperfect system,the guarantee of funds,the single form of service,the limited quality of service,and the limited service areas,the following improvement measures are proposed: The government has issued a corresponding security system;Expand sources of funding;We will optimize the mechanism for nurturing elderly talents and establish service information platforms.
