Post-evaluation Study On Social Benefits Of Hilly Pond Control Project In X Town,Xiangshan County

Hilly pond belongs to the "five small water conservancy" project,which is an important comprehensive functional small agricultural water conservancy infrastructure in hilly and mountainous areas,and plays an important role in stabilizing food production and ensuring the normal production and life in rural areas.In 2011,the no.1 document of the central committee raised the construction of "five small water conservancy projects" to an unprecedented strategic level.After the completion of the treatment of the hilly pond,it has played a great role in promoting the flood control,farmland irrigation,ecological environment development and other aspects of the mountain people,and has produced a certain social impact,that is,social benefits;The social benefit evaluation is an important component to judge the project construction results.However,due to its wide range of sites and small investment amount,there is a lack of evaluation on its social benefits.From the perspective of project management,this paper selects the hilly pond governance project of X town,Xiangshan county as the research object,and evaluates the social benefits after the completion of hilly pond governance.Firstly,on the basis of consulting a large number of domestic and foreign literatures and combining with the previous research results,the post-evaluation index system of social benefits of the hilly pond governance project was established.That is,from the project on the regional economic development,the impact of cultural construction and the impact of ecological environment,to carry out a qualitative evaluation of social benefits.Secondly,the fuzzy comprehensive evaluation method is used to quantitatively evaluate the social benefits of the mountain and pond management project.By using the method of expert scoring and questionnaire survey,Matlab was selected to complete various numerical calculations,and the data were objective and accurate.The respondents included the relevant person in charge of X town,the village secretary,the village director,the villagers' representatives,the enterprises and public institutions,and the self-employed households.Thirdly,by analyzing the data obtained,the social benefit evaluation results of the hilly pond governance project areobtained,and the existing problems of the hilly pond governance project are pointed out,as well as the experience enlightenment to other areas.This paper combining hilly pond management and project evaluation theory,the fuzzy comprehensive evaluation method to solve the X town of hilly pond governance project social benefits is difficult to evaluation,concluded that "X town of hilly pond governance larger social benefit" conclusion,and social benefit evaluation of qualitative conclusions after basic consistent,provided in this paper after social benefit evaluation method is effective and practical.It is widely used and used for reference for other township and mountain pond management projects in Xiangshan county,and provides theoretical guidance for performance evaluation,social influence and social factor analysis of future mountain pond management projects.Besides,itis aimportantsupplement and improvement to social benefit post-evaluation of "five small water conservancy projects".
