Evaluation After TJ Intelligent Equipment Investment Projects

Through the vigorous implementation and civilian integration strategy,military enterprises invested heavily in the emerging field of next-generation information technology,high-end equipment manufacturing,energy saving and environmental protection,biotechnology,new energy,new materials,new energy vehicles and other emerging field.Military enterprises have some problems in terms of investment in fixed assets,such as the lack of investment in scientific decision-making,project-oriented pre-project,neglecting post evaluation and so on.In the new era military and civilian industry needs to address the following issues on investment,how to measure military and civilian industrial fixed assets investment project has reached the expected investment returns,whether the technology has spawned pillar products with independent intellectual property rights,whether the investment project has promoted local economic development and technological progress.This paper taked TJ intelligent equipment investment projects as example,discussed and researched the application of post evaluation in the actual project.This article described and analysized comprehensively the situation of the TJ intelligent equipment investment projects.Apart from this,the paper carried out the process evaluation,evaluation of economic benefits,environmental impact assessment,social impact assessment and evaluation of project comprehensive evaluation,summarized the experiences and lessons of the project,put forwaded the key problems of project and delivered the countermeasure and suggestion.This paper developed a set of military-civilian post project evaluation system and method,which provided a reference for the military-civilian post project evaluation and promoted the effective combination of theory and practice.
