China's 2000 years ago nearly 160,000 old residential areas,involving more than 42 million households,construction area of about 4 billion square meters,due to lack of maintenance management,"four old one poor"(old streets,old yards,old houses,old facilities,poor living environment)problems highlighted,seriously affecting the life experience and quality of residents of the community.Since2015,China started the transformation of the old neighborhood,mainly in the early period of government investment,in recent years by the economic slowdown,the national financial balance at all levels difficult,it is difficult to continue to support the old community transformation work.On June 19,2019,Premier Li Keqiang presided over an executive meeting of the State Council to encourage financial institutions and local governments to actively explore ways to increase financial support for the transformation of old neighborhoods.The purpose of this paper is to study the formation of a new model of social capital to participate in the transformation of old neighborhoods,to attract social investment,to reduce financial pressure,to speed up the implementation of the old community transformation.First of all,this paper expounds the current situation,demand and development direction of the old district transformation work in China,and combs the definition,model,research status and development of ppp model.Taking the JSB old district transformation project in Chaoyang District of Beijing as an example,we can use the questionnaire survey method to find out the residents' demand for the transformation of the district,the consumption potential,and analyze the correlation between the residents' demand and the PPP model.Secondly,the advantages of JSB district using PPP model for transformation are analyzed,and the profit-making method is designed in combination with the consumption demand of residents,and the two evaluation methods of value for money are used,and the feasibility of using PPP model in JSB's old community is analyzed.Finally,after comparing the 5 common PPP modes,combining the BOT mode of the old community actually selects PPP mode for the transformation of JSB old neighborhood,and designing the project implementation plan,the analysis gives the concrete measures to ensure the successful operation of the project.The paper puts forward the popularizing suggestion of using PPP model to carry out the old community transformation in the future.In general,the application of PPP model of old community renovation project can project the shortage of government sustainable and help to resolve the development financial content.The government needs to increase policy support for social capital,formulate more flexible and feasible policies,improve project financing capacity,improve institutional mechanisms and stimulate the enthusiasm of social enterprises to participate in the project to ensure the healthy and sustainable development of the project.This paper enriches the content of the PPP model of the old community transformation project,provides some reference for the feasibility study and program design of the project company and the project participants in the implementation of the old community PPP project,which is applicable to other old community projects,and also has some reference value for the operation of PPP mode of other commercial housing residential areas in China.
