Research On The Existing Problems And Countermeasures Of Government Procurement In Towns And Villages

Government procurement refers to the use of fiscal funds by state organs,public institutions and public organizations at all levels to purchase goods,construction projects and services within the catalogue of centralized procurement formulated according to law or above the standard of purchase quota for the purpose of meeting the development needs of the public.As the basis for the effective operation of the whole government procurement system in our country,the government procurement work of townships has become an indispensable part of the government procurement in our country.After more than ten years of development,the township government procurement system in China has experienced a transformation from nothing to nothing,from imperfect to gradually perfect.Most of the township government procurement management agencies in the system design to achieve the era and regional self-innovation,changed the previous direct copy of the superior government procurement system of the old model.At the same time,we also want to see the villages and towns government procurement work in the actual operation,presents a series of problems in our country government procurement system execution time is late,all aspects of the government procurement work is not very standard,especially the township level,the government procurement irregularities occur,need to further improve the government procurement system,professional procurement personnel need to be further perfect,and need to strengthen supervision and strict management.Based on the theory of new public management,principal-agent theory,rent-seeking theory and other relevant theories,this paper adopts many research methods such as literature research,case analysis,comparative analysis,investigation and research,and takes S town as a case study.It is found that S town has achieved certain construction results in the setting up of township procurement agencies,the allocation of procurement authority and the definition of procurement scope,but there are still some problems such as unreasonable institution setting,irregular procurement process,unscientific budget mechanism,imperfect supervision system and unprofessional procurement personnel.On the profound analysis on the basis of the above reasons,combined with the township government purchasing experience at home and abroad,the paper from the sound of villages and towns government procurement mechanism,strengthen the government procurement supervision function,strengthen the construction of villages and towns government procurement informationization and enhance the level of villages and towns government procurement service puts forward the development countermeasures to solve the problem of the villages and towns government procurement in our country existing,in order to further enhance the level of villages and towns government procurement in our country,promoting the sustainable development of the villages and towns government procurement.
