Research On The Implementation Of Public Sports Policy In Shanghai

The development of public sports and the thorough development of the national fitness campaign are the inevitable requirements of the comprehensive improvement of the health of the residents of Shanghai and the major strategy involved in the construction of a harmonious society.Public sports policy is the institutional guarantee for the development of public sports undertakings.Whether the implementation of public sports policy is in place not only plays a key role in the development of public sports undertakings in Shanghai,but also affects the construction process of socialist harmonious society in Shanghai.Public policy implementation is the administrative department for physical culture and sports and social sports organizations and organizations at the grass-roots level executive main body take policy propaganda,decomposition,material preparation,organization,preparation,implementation,coordination and monitoring measures,such as to carry out the policy of public sports spirit,public sports policies task,realize the goal of public sports policies,the process of promoting the harmonious development of public sports.It is of great practical significance for Shanghai to improve the execution of public sports policies and promote the healthy development of public sports undertakings by studying the implementation of public sports policies and finding out problems and putting forward corresponding improvement countermeasures.According to the research needs,this study collected a large number of relevant literature materials.A survey of domestic and foreign research on public sports policy mainly has the following characteristics: Firstly,from the theoretical perspective,there is a lack of systematic,holistic and comprehensive theoretical elaboration on the implementation of sports public policy.Secondly,from the perspective of content,the existing researches mainly focus on the formulation of sports public policies,and seldom focus on the implementation of policies.Thirdly,from the perspective of research,the impact of regional politics,economy,society,culture and other macro-environment on the implementation effect of sports public policy is not taken into account,and the relevant research perspective is relatively narrow.Fourth,from the perspective of methods,the existing research results are more based on pure theoretical analysis and lack of quantitative research based on data analysis tools.The application of social investigation and data-based processing methods in sports public policy implementation research is less,which leads to the doubt of the credibility and general ability of the existing results.This paper analyzes the theoretical basis of public policy implementation from the perspectives of policy process theory and Smith's model of policy implementation process,and finds the basic theoretical basis of public sports policy implementation.Furthermore,this study takes the implementation plan of national fitness in Shanghai(2016-2020)as the research object,and analyzes the factors,implementation status,obstacles and optimization paths of public sports policy implementation from four aspects: rational policies,target groups,executive agencies and environmental factors.The study found that currently existing public sports policies in Shanghai policies lack of forward-looking and predictive text,internal system coordination and integrity is not enough,poor communication and coordination between the performing organization,implementation of organization policy enforcement tools single,lack of effective regulation,public policy implementation anomie behavior participation awareness and participation ability is not strong,people are short-sighted and self-interest inhibitors;some suggestions are put forward to improve the public sports policy system,improve the public sports policy mechanism,improve the policy recognition of the target group and optimize the execution environment.
