Research On The Improvement Of Digital Governance Of Single Interface

In the early 1990 s,Russell M.Linden made the point that the government can use the power of internet technology to break the boundaries of traditional government departments and function divisions,integrate various government resources,and provide high-quality and efficient services to the public with the single interface.With the rapid development and increasing popularity of high-tech such as big data,cloud computing,the internet of things and so on,the methods of management and service in various countries are undergoing rapid changes.The status quo of “gully” within the government get the opportunity to be reversed.And the trend of providing online "one-stop" services to the public through the integration of functional elements has become more apparently.In the era of digital governance,the single interface is essentially a digital platform with a highly integrated trend,guided by the concept of service and efficiency,based on public needs,using digital technology to realize the collection,exchanging,sharing,opening,application of data resources.It tries to break the “information island ”,bridging the governmental gaps,forcing the administrative management system of government to change and innovate,empowering society to promote the development of a multi-governance structure,bringing the public at the same time as smart,convenient and efficient services,it also promotes the intelligent upgrade of government service methods and governance models,gradually from “fragmentation”to “the whole”,from “management” to“governance”.Firstly,it sorts out and summarizes the relevant theoretical research;Secondly,combining the existing research and self-understanding to define the concepts of digital governance and single interface.After sorting out the origins of the new public management theory,the specific content of the new public service theory,multi-levelgovernance theory,digital governance theory are introduced around the three aspects of concept orientation,structural remodeling,and digital transformation.Then analyzing and summarizing the applicability of the theory,it believes that the value orientation,viewpoints have a high degree of fit with the single interface,and can be a theoretical tool for the research;Then,from the stages of one-way provision,two-way interaction,integrated integration,and mobile processing,the development process of single-interface digital governance was sorted out,the necessity of building a single interface is explained from three aspects of government,people,and technology.Simultaneously,it analyzes the effects of single-interface digital governance about the government and society in terms of management service cost,government process integration,public service quality,intelligent governance level,and multiple collaborative co-governance.On this basis,selecting the case of Hangzhou City Brain to further study.Through the practice,we can find that the single interface has played an extremely important role in the governmental transformation: First,it integrates functional elements,shifts from decentralized management to overall governance;second,it reshapes governance structure,shifts from multi-management management to hierarchical governance;third is high-tech empowerment,which shifts the experience management to data governance;and fourth is multi-agent collaboration to promote the construction of a flexible and resilient governance network.Simultaneously,there are also problems such as decentralized platform construction increases“data gaps”;insufficient openness and sharing of data;inadequate laws and regulations leading to increased security risks;high public perception of participation but low participation.Then,it draws on the advanced experience of digital governance of a single interface in foreign cities such as New York and London from the aspects of legislation,organizational structure and so on.Finally,based on the post-new public management,combined with excellent domestic and foreign experience,proposeing paths for improving the digital governance capabilities of the single interface for the above issues: improving the supporting top-level design and establishing a long-term management system;increasing data integration,achieving platform opening and sharing;strengthening the construction of laws and regulations to reduce data security risks;building a multi-governance network to empower society to participate.
