Digital Governance Theory: Research And Application

Digital governance theory began in earnest in the new public management movement of decline and the digital era governance is approaching, emphasizing the influence of information technology and information system of public management, the representative is the British scholar named Pakirk Dunleavy. As a kind of theory demands after a period of new public management, digital governance theory of democracy and fair value rationality and technology oriented tool rational combination can effectively respond to the new public management movement brings fragmentation challenges, enrich the means of holistic governance theory, and laid network governance theory based on the preliminary of digital governance theory. Therefore,digital governance theory were theoretical research helps to clarify the new public management and administration of several main theories between similarities and differences, and promote the development of the localization of digital governance theory; the exploration in the field of practice helps to overcome the problem of public sector reform of jurisprudence and law aspect and management ideas and methods, application of theory to guide practice and promote institutional reform of flat management mechanism to build up and enhance the government performance management, to achieve good governance.In this paper, literature research, case analysis and comparative research methods are used to study the theory and application of digital governance theory. In this paper, digital governance theory as the main line, first of all, on the new public management theory, public management theory paradigm as the critical value of sublimation, the lack of focus too much on privatization, marketization and mechanical efficiency and so on; secondly, several main theories of the post-new public management during the period of introduction, starting from holistic governance theory and network governance theory, digital governance theory, sort out the difference between digital governance theory from other theory characteristics, the expansion of digital governance theory by thinking of empirical research practice; finally, introduce the evaluation of digital governance theory scholars, focus on the critical theory, and obtains the enlightenment, specify the road for the development of digital governance theory.
