Research On Problems And Countermeasures Of Private Operating Public Elder Care Institutions

Based on the increasingly severe aging situation,China is embarking on public pension institutions reform,and private operating public is considered as one of the effective ways.It is an important task to analyze the current situation of private operating public elder care institutions,explore the causes of the existing problems and find solutions to promote their better development.By using the methods of literature research,field investigation and interview,taking YH yiyang center as research object,the research contents mainly include the organization hardware facilities,software services,operation status,organizational structure,service situation,etc.In addition,interviews were conducted with the managers of the elderly care institutions,the elderly,the medical staff and the staff of the Civil Affairs Bureau of YH district.After the implementation of rivate operating public elder care institutions,the institution has realized the complementary advantages of government and social forces,improved the efficiency of resource utilization,and promoted the professional development of pension services.However,private operating public elder care institutions are still in the early stage of "crossing the river by feeling the stones".Some practical problems must not be overlooked in the process of operation.There are many problems,such as unclear ownership of assets,low efficiency of multi examination and approval,insufficient risk control and prevention,and large mobility of professionals.In view of these problems,this paper puts forward the corresponding countermeasures based on the welfare pluralism theory and the principal-agent theory.The first is to strengthen the top-level design and improve the construction of the system;the second is to integrate administrative resources and promote the effective sharing of pension resources;the third is to focus on internal and external training and improve the ability of anti risk;the fourth is to strengthen the team building and provide the pension service personnel security.To explore private operating public elder care institutions is a powerful measure to improve the operating efficiency and integrate social resources of public pension institutions,which is a reform path in line with the current aging development process.It should be noted that it is necessary to grasp the division and boundary between the public and the private.We should apply according to local conditions,external andinternal cultivation in order to maximize the benefits of public services and "Public" and "private" win-win situation.
