Research On The Problems Of Social Enterprises Participating In The Service Of Providing For The Aged At Home

Nowadays, The elderly care situation is very serious in our country and that results in a huge market demand for old-aged care. This reality has drawn great attention of the state and governments at all levels, and issued a series of intensive policy measures to promoting the development of the social pension. The basic pattern of elderly care services comprehensive reform in our country is "on the basis of family care, community-based care and nursing-home as supplement" from the basic trends. And the direction of the reform is giving full play to the basic role of social forces to participate in social elderly care. This paper focuses on how to keep the social forces involved in the elderly care business in sustainability and endowment way.This paper selected the research perspective of social enterprise. Social enterprise as an emerging social governance carrier is booming all over the world. This kind of social organization forms is different, but the dual nature of its sociality and economy can combine the government, market and social forces, to a large extent to solve the problem of the "government failure" and "market failure" and "failure" of charity. The concept and characteristic of social enterprise is discussed in this paper, and the successful cases are introduced,such as Well in Britain and Wise in Camden, elderly services association of Hong Kong, Fuzhou golden sun old comprehensive service center. On this basis, the paper thinks that the operation mode of the social enterprise could be dynamism on community home-based elder care service for our country. At present, there are quite a few social enterprises, private non-enterprise organizations or non-government charity organizations are being on the development of social enterprise way in our country.This paper takes "Ruqin" home-based elder care Center of Lianhu District in xi’an for the analysis object, investigating its service content, operating mode characteristic, the path of innovation and development trend. This paper thinks that the operating mode of "Ruqin" is beyond the limit of philanthropy and government subsidies, let the government buy for basic service, enterprise support organization development, the market to pay for value-added services, can build a profitable scalable permeating the joint service system. Although "Ruqin" haven’t put forward the concept of "social enterprise" in the beginning of its foundation and running process, but from its practical level, "Ruqin" has had the basic elements of social enterprises on the organizational goals, source of income, operation mode, profit distribution, and the actual function. Therefore, the writer thinks that "Ruqin" belongs to "market practice social enterprise" and "policy-driven social enterprise". This home-based elder care mode is beyond the traditional business enterprise for pursuit of profit, and overcomes the shortcoming of the traditional non-profitable organization development by their own during aging service.Although social enterprise has become the beneficial power to promote the development of elderly care business in our country, but also in the process of social enterprises to participate in the pension services occupy the existing legal system is not sound, government regulation is not reasonable, shortage of funds and resources, low public awareness, lack of social entrepreneurship, shortage of professional and technical personnel, supervision and evaluation mechanism is not sound and so on. Therefore, promoting social enterprise involved in home-based elder care service, government should perfect the relevant legal system, increase government support, cultivate social entrepreneurship and professional talents, promote cross-border cooperation, build a sound supervision and evaluation mechanism.
