Research On Implement Predicament Of Private House Construction Planning In The Rural Areas

In the situation of rural vitalization and the construction of beautiful villages,the planning of private house construction in the rural areas is not only to solve the residential problems of ordinary people.Private house construction in the rural areas should also become a path and a way to the construction of beautiful village.At present,it is difficult to implement the planning of private house construction in the rural areas.House construction is chaotic and disorderly,the design is lack of standardization,and the phenomenon of occupying public space gradually affects the traditional village architectural aesthetics.Therefore,it is necessary to strengthen the implementation of private house construction planning and supervision responsibilities,in the great vision of rural vitalization,maintain the taste of the countryside,showing the rural characteristics and village appearance of the new era.This paper takes Langchuan Township,Chun'an County as an example,starting from the concept of the planning of private house construction in the rural areas and related policies and systems,using case analysis,field surveys,questionnaires,basing on the interpretation of the existing policies in Langchuan Township,some achievements and changes in rural newly-built houses in recent years are reviewed,and pointing out the implementation difficulties of private house construction planning.Based on public management knowledge,internal materials,literature,and websites,analyze the reasons for implement predicament of the planning of private house construction in the rural areas: both the inherent disadvantage of having more fields and less land,and the inadequacy of inadequate regulatory approval;there are both land policy reasons and planning issues.It is difficult to implement the relevant issues;it is related to the imperfection of the legal system,the inadequate government supervision,and the backwardness of farmers' ideology.It is clear that the implementation of the planning of private house construction in the rural areas needs to further improve the division of labor and responsibilities of governments at all levels and their functional departments,strengthen the implementation of relevant laws and regulations,innovate the public service system,change the policy of cutting at one stroke of territorial management,and reduce the work pressure of local governments,further implement land planning and village planning,increase investment in the supervision of new rural housing,improve the local governance system to ensure that the new rural housing is reasonable and legal,and the construction of beautiful village has more characteristics of the new era.
