| The stop-selling policy of the online lottery is an important measure taken by the government to clean up the existing problems and chaos in the online lottery industry Although it has been nearly three years since the stop-selling policy of the online lottery was implemented,selling lottery tickets online cannot be effectively prohibited.Some websites still sell lottery tickets online by various fonns.The effect is not satisfactory.From the perspective of policy implementation process,combined with the related theories and models of public policy analysis,the study describes and analyzes the dynamic characteristics of content,subject and execution of the stop-selling policy.The purpose of this paper is to explore the influential factors of difficulties in implementation of the stop-selling policy of the online lottery.The current stop-selling policy of the online lottery is a great decision made by our government to achieve the goal of healthy and sustainable development of the lottery Industry.Idealized policies,executing agencies,target groups and environmental impacts are the main factors leading to the dilemma of online lottery sales stopping policy.Therefore,this paper proposes to promote the effective implementation of the policy by improving the policy itself,taking into account the interests of all parties,improving the quality of the policy executors,and optimizing the environment for the implementation of the policy. |
