Research On The Policy Implementation Of Decrepit House Reconstruction In Rural Areas

Since the reform and opening up,the sustained healthy and stable economic growth,the comprehensive national strength and the people’s living standard improved,people’s demanding on life quality has been improved.However,in the process of rapid economic development will inevitably accompany by imbalance of regional economic development.Economic development is relatively slow stagnant areas and the economic level is relatively backward rural areas.People’s life quality is very low and rural areas’ basic housing security system is not very well.Many of the rural poor and the vulnerable groups live in dangerous house.Therefore,the party central committee and the state council attach great importance to decrepit house reconstruction policy implementation.Since the end of 2008,the national development and reform commission,ministry of housing and urban rural development and the ministry of finance in accordance with the party central committee and the state council issued policy documents on decrepit house reconstruction,have orderly carried out the pilot reform of decrepit house reconstruction,formulated and implied some decrepit house reconstruction policies.Since the implementation of decrepit house reconstruction,rural difficult masses living quality have been improved and the new rural construction has been promoted.Process of integration of urban and rural development has been accelerated.But because of some reasons,there have been some problems during the decrepit house reconstruction policy implementation.For example,the decrepit house reconstruction policy has a narrow coverage and is difficult to determine the reconstruction households.Some special groups are very difficult to raise money.The reconstruction households are wrongly and it causes funding dislocation.Therefore,this disquisition will combine the practical case to put forward some suggestions in order to improve the execution efficiency and effectiveness.What’s more,it will help the rural reconstruction households solve some housing problems.Under perspective of the Smith model,the paper points out some problems of rural decrepit house reconstruction policy implementation in Chifeng of Inner Mongolia and put forward some targeted measures,so as to improve the decrepit house reconstruction policy implementation’ social effect.The full text is divided into four parts:the first part is the introduction and includes a brief overview of research on rural decrepit house reconstruction policy implementation of theoretical and practical significance and the research status at home and abroad and the whole research scheme.The second part explains the basic concept of policy implementation and rural decrepit house reconstruction.It mainly expounds the relationship between the Smith model and the basic framework of the model of the elements.The third part is the empirical analysis.It is based on the basic situation of rural decrepit house reconstruction policy implementation in Chifeng and put forward some problems.Based on the enforcement agencies,target groups,ideal policy and environmental factors,the fourth part propose some measures of decrepit house reconstruction policy implementation in Chifeng,to maximize the realization of decrepit house reconstruction policy implementation’s social effect.
