With the progress of science and the rapid development of economy,the transportation industry has benefited from the rapid development,and the urban transportation structure tends to improve,which brings good and convenient living conditions for urban residents,but also brings environmental pollution and high consumption of energy,but energy is not inexhaustible With endless,and environment pollution is not reversible,the concept of energy conservation and emissions reduction arises at the historic moment,governments will also have the concept of energy conservation and emissions reduction into all walks of life,in the global energy consumption,accounted for 25%of the transportation industry,transportation industry wide attention by the governments,energy saving and emission reduction in our country the government to promote energy conservation and emissions reduction work traffic and take measures of energy conservation and emissions reduction in the field of traffic subsidies,transportation sector under the implementation of the subsidy policy has achieved good results,energy conservation and emissions reduction to obtain economic benefits.At the same time,environmental optimization and economic sustainable development have been realized,but there are also many problems.Based on traffic subsidy policies for energy conservation and emissions reduction in China,the key research in the process of transportation energy conservation and emissions reduction subsidy policy;first of all,the game action between the government and enterprises at home and abroad based on the study of the transportation energy conservation and emissions reduction,summary to the analysis of current transportation energy consumption in recent years in our country,put forward in transportation energy conservation and emissions reduction work urgent transportation industry,introduced concepts of traffic subsidies for energy conservation and emissions reduction and classification,and transportation industry needs the government's policy support and subsidies for energy conservation and emissions reduction,and then introduces the development of transportation energy conservation and emissions reduction policy in our country,it is concluded that the transportation energy conservation and emissions reduction in China in recent years attention.The paper also introduces the action mechanism of transportation energy saving and emission reduction subsidy,points out that transportation energy saving and emission reduction production activities have the characteristics of positive externality,and understands the relationship between enterprises and the government in transportation energy saving and emission reduction.Under the above theory and the present situation,this paper introduces the traffic problems of energy conservation and emissions reduction subsidy policy,build three stage dynamic game model between government and enterprises,through the dynamic programming of reverse induction(BI)to solve game model,then analysis enterprise both in the government's radical enterprise consistent enterprise radical the balance of three kinds of circumstances,and points out that the enterprise agreement is a kind of the most efficient equilibrium in practical work,from the model in the influence factors of the optimal enterprise both sides interests.Based on system science theory to build the traffic evaluation index system of energy conservation and emissions reduction effect,the evaluation index system of energy saving and emission reductions constitute two level,every level respectively define three indicators,a total of six indicators,and the index meaning explanation and calculation method,in order to more intuitive analysis of transportation energy conservation and emissions reduction effect,is put forward according to the evaluation level assign points for each index,design a table through an empirical analysis in China,combined with the enterprise consistent equilibrium,combined with the traffic effect evaluation index system,energy saving and emission reduction for the city government and enterprises in the balance of both sides calculate and evaluate the effect of transportation energy conservation and emission reduction.Finally,summarize experience and put forward questions and suggestions.In this paper,research shows that,the government by adjusting the amount of subsidies S_h S_l,setting the rational enterprise fine f,through the reasonable arrangement of prophase work organization and site verification to the enterprise cost c is reduced,so that both government and enterprises to achieve maximum efficiency of both sides is balanced,to achieve maximum efficiency,through building the appraisal index system of energy conservation and emissions reduction effect,under the enterprise consistent equilibrium efficiency has been proved combining with instance,the largest is a win-win balance,energy conservation and emissions reduction effect is remarkable.
