Study On The Governmental Responsibility Of Saving Energy And Reduing Pollutant Emission In ZhengZhou

Presently,China's economic development has entered a new normal with its significantly accelerated industrial structure and slowed energy consumption growth.With the accelerated industrialization and urbanization as well as the continuous upgraded consumption structure,China's rigid demand in energy increases,but resources and environment problem is still one of the bottlenecks in restricting our economic and social development,and our energy conservation and emissions reduction is still also a difficult task.The 2015 BP Statistical Review of World Energy showed that China's carbon dioxide emissions in 2014 accounted for 27.5% of global total,which surpassed the total of Europe and America.Our total energy consumption was 4.36 billion tons of standard coal according to the statistical bulletin,and it increased 1.4% over the previous year,among which the coal consumption still accounted for 62%.Zhengzhou,as a national center city,its comprehensive energy consumption was 17.85.3 million tons of standard coal according to the statistical bulletin of national economic and social development,among which the light industry consumption reached to 1.125 million tons of standard coal,and the heavy industry consumption reached to 16.728 million tons of standard coal.The six high energy consumption industries accounted for 88.05% of the designated size industries.The energy structure isn't fundamentally changed,and the coal consumption is still relatively large.Therefore,energy conservation and emissions reduction is a difficult task for Zhengzhou city with its fast growth in rigid energy demand,the small dropped space in industrial energy consumption,the relative weak foundation in support ability and the continuous expansion of population.In terms of energy conservation,it includes waste reduction and recycle increasement.Waste reduction is to strengthen the management of of quality and quantity of energy,to optimize the energy structure,to reduce the loss of logistics and emission of energy medium as well as other aspects.Recycle increasement is to recycle the secondary energy including remaining pressure,remaining heat,gas and others in the process of production.In terms of energy conservation,it refers to reduce polluted and harmful emissions.According to the theory of market economy,how to reduce waste emissions,energy resources,how to effectively use and should be handed over to the market,let the market this "invisible hand" to play a fundamental role in allocation.But due to the energy,resources are public goods,externality,public goods attribute,energy saving and emission reduction work also exists market failure the phenomenon.Therefore,both energy conservation and emissions reduction are inseparable from the visible hand of government and must give full play to the government responsibility no matter from the perspective of correcting market failure or the perspective of the need of sustainable development.the power of government comes from the people,and it undertakes the corresponding responsibility while it acquires the right,so the government is only legal when it truly performs and undertakes the responsibility directly or indirectly given by people.The government's responsibility in energy conservation refers that the economic indicators cannot be put too much emphasis,and the economic interests cannot be treated more important while we ignore the social interests and other aspects in the process of economic construction.It demands that the government should fully undertakes political responsibility,administrative responsibility,legal responsibility and moral responsibility in the conservation of natural resources and ecological environment,the ensurance of the harmonious coexistence between human and nature as well as the sustainable development of our economic society.Through researches of relative literature review on energy conservation and emissions reduction on the CNKI,the author finds that researches on governments' responsibilty are rare.The thesis applies the sustainable development theory,market failure theory,public product theory and other relative theories,and it illustrates the significance of the government responsibility and gives specific analysis on the performance of government responsibility,the existing problems,the reasons of government responsibility lack,and it also puts forward the achieving methods of government responsibility in energy conservation and emissions reduction of Zhengzhou City through literature analysis method,comparative research method,theoretical and empirical analysis method.
