Energy is an indispensable resource for human survival and development.It is necessary for people's daily life,social development,and economy to go up without energy."Keqiang index" first focuses on power consumption.Over the past 40 years of reform and opening up,the economic level has been greatly improved,and the consumption demand of coal,electricity,oil,gas and other energy sources in the whole society has also increased in a step-by-step way.High-intensity energy import and consumption have brought convenience to industrial production and residents' lives,but also caused many negative effects,especially environmental pollution and atmospheric warming.For a long time,Xiangtan City has put the clean utilization of energy,the improvement of energy efficiency and the reduction of energy intensity into the focus of government work.Especially in the industrial field,a lot of measures have been taken for the high energy consumption and high pollution enterprises,so as to achieve the ideal effect of energy conservation and emission reduction.Based on the comparative analysis of different regions and industries in Xiangtan City,this paper analyzes the energy consumption of Industrial Enterprises above Designated Size in 2009-2019 by citing the data of 10 years.Focusing on the data of the fourth economic census in 2018,this paper comprehensively analyzes the current situation of energy production,purchase,circulation and consumption represented by large-scale industrial enterprises in Xiangtan city.From the point of view of energy conservation and link protection,this paper makes targeted exploration on the industrial energy consumption and production above the scale of Xiangtan City,and then puts forward problems,suggestions and Countermeasures on optimizing the industrial structure adjustment plan,industrial structure theory,energy development strategy,and technical energy conservation of Xiangtan city.Through research: by 2020,it is estimated that the energy consumption of industrial added value(10000 yuan)in Xiangtan city will be 17% less than that in 2015.The energy consumption(including production input)of Xiangtan city will be controlled within 14.07 million tons of standard coal.The added value weight of high-tech industry in Xiangtan city will account for more than 30% of GDP,and the proportion of coal in total energy consumption(including production input)will be reduced from more than 70% to 68.5%,of which coal for power generation will account for 68.5% The proportion of raw carbonconsumption has increased to 13.6%.The proportion of non fossil energy such as wind power,hydropower,photoelectricity,etc.now accounts for more than 17.4% of the total energy consumption of the city.The proportion of green and low-carbon natural gas consumption has increased to more than 6.3% of the total energy consumption of the city.This paper analyzes the current situation of energy consumption and economy in Xiangtan city according to energy varieties,geographical regions and industries.From the aspects of clean energy utilization,technological progress,equipment transformation and personnel training,this paper studies the Countermeasures of energy conservation and emission reduction,and makes in-depth analysis of the source statistical survey data,so as to provide research basis for the formulation of energy conservation and emission reduction policies of the government in the next step.
