| Cities are an important form of carrying modern residents' lives,especially as the urbanization process accelerates and the role of cities plays an increasingly important role.At the same time of rapid development,urban management is accompanied by many problems,among which the most serious ecological pollution problems.Building an urban ecological green heart is an important way to improve the urban ecological environment.The ecological green heart of the Changsha-Zhuzhou-Xiangtan urban agglomeration is one of the typical examples at home and abroad.In 2012,after the implementation of relevant master plans and supporting measures,the construction and development of the ecological green heart zone in Changsha,Zhuzhou and Xiangtan has achieved a series of achievements,and violations of laws and regulations have emerged in an endless stream,affecting the sustainable development of ecological green hearts.Exploring the law of the occurrence and development of illegal and illegal behaviors in the process of urban ecological green heart construction and development,and seeking effective prevention and control measures are of great significance for the sustainable development of Changsha,Zhuzhou and Xiangtan urban agglomerations and other urban ecological green hearts.Firstly,according to the monitoring data of the ecological green heart of Changsha-Zhuzhou-Xiangtan urban agglomerations,the article comprehensively sorts out the violations of laws and regulations in the construction and development of the ecological green heart zone in Changsha,Zhuzhou and Xiangtan.On the basis of analyzing its overall characteristics and urban characteristics,it is divided into four types: corporate violations,public sector violations,village(group)collective violations,and residents' individual violations.The frequency of violations,the area involved,and the hazards caused have been analyzed and summarized in detail.Among them,corporate violations have the most serious damage to urban ecological green hearts.Secondly,based on interviews with the heads of relevant departments of the eco-green heart area of the Changsha-Zhuzhou-Xiangtan urban agglomeration,the field visits the collected information and professional knowledge,and analyzes the main causes of violations of the law in the construction and development of the ecological green heart of the Changsha-Zhuzhou-Xiangtan urban agglomeration.The reason is that the macrosystem is not perfect and some systems are missing.The management mechanism on the middle view is not smooth,the powers and responsibilities are not completely matched,and the management methods are insufficient.At the micro level,the actual management process lacks the support of third-party forces,and the promotion of ecological protection policies is not in place.In the fourth part of the paper,the measures for prevention and control of illegal and illegal behaviors in the construction and development of the ecological green heart zone of Changsha,Zhuzhou and Xiangtan urban agglomerations are proposed. |
