At this stage,China is experiencing rapid development of economic construction,high degree of industrialization and urbanization,unprecedentedly active social production and construction activities,rapid development and expansion of various types of production,operation and construction units,contradictions between production and construction and safety,and various problems.The special development period where hidden dangers are constantly gathered,the result is that China's safe production has always maintained a severe situation,the national awareness of safe production is weak,and the foundation of safe production is weak,leading to many hidden dangers,large accidents,and serious problems.Accidents are frequent,and safety production supervision needs to face many problems and challenges.However,the grassroots safety production supervision force is also very weak,and there are still unclear responsibilities and insufficient capabilities of supervisors.Safety supervision and law enforcement are passive and lagging behind.Safety supervision law enforcement lacks authority and effectiveness,does not really base itself on the industry and regional supervision practices,normalized supervision methods and measures have not really taken shape,and the overall quality of grassroots safety production supervision law enforcement teams is incompatible with the social and economic development level of the new era Therefore,it is imperative to pay close attention to the capacity building of grassroots supervisors,forge a strong team,ensure the safety of the people and property,and minimize safety accidents.Based on the actual situation of the safety production supervision team in Cangnan County,this paper consults relevant literature,reviews and analyzes the construction history and supervision status of the safety production supervision team in Cangnan County,and combines site visits and questionnaires to analyze the construction of the safety production supervision team in Cangnan County.The main problems faced are summarized as follows: Cangnan County's safety production supervision team has problems such as low professional quality of supervisors,inadequate protection to standards,a lack of stability in the supervision team,and lack of enthusiasm of officers for entrepreneurship.The main reasons are the low barriers to entry for supervisors,the lack of effective business training,the lack of leadership awareness of work safety,and the lack of incentives and guarantees.Then,by understanding the good practices that are being implemented abroad,they will eventually reform personnel.The management system,construction of a professional supervision team,enhancement of quality enhancement capabilities,improvement of the guarantee and incentive system,and optimization of the supervision and evaluation mechanism,etc.,put forward countermeasures and suggestions to promote the construction of supervision and law enforcement teams,and provide a basis for practically strengthening security prevention and governance capabilities so that Society towards a more secure direction,the ultimate aim is to promote the development and progress of the team,to improve the effectiveness of law enforcement supervision,maintain social security and stability.
