Study On Problems And Countermeasures Of Public Security Organs In Handling NIMBY Conflicts

The construction of urban public facilities with negative externalities was protested by the residents around the construction site,and the collective action of the public resulted in the destruction of social and public order,which was called nimby conflict event.In China,nimby conflict incidents,as a special type of group incidents,have the dual attributes of reasonable appeal and illegal behavior.For public security organs that take maintaining social order and stability as their job,how to maintain social order while taking into account the exercise of civil rights is an important issue.This paper studies the literature about the police department,the handling of mass incidents and nimby conflicts,and forms an understanding of the concept of nimby mass incidents.To understand the domestic and foreign research results on the disposal of nimby type group incidents by the police department,combined with the empirical research on the "K substation" group incidents,as well as in-depth interviews with the relevant police officers and the masses,to analyze the status quo and existing problems of Chinese public security organs in the disposal of nimby conflict incidents.At the same time,based on the successful experience of foreign police departments in handling nimby incidents and the actual situation of China's social governance needs,it is concluded that the public security organs need to standardize the process of nimby conflict handling through the improvement of the legal system.Do a good job in information mining and application,strengthen the public opinion guidance of mass incidents;We will consolidate the existing collaborative governance system and expand the participation of multiple governance entities.To get rid of the shackles of outdated ideas and effectively guarantee the exercise of citizens' democratic rights;We should strengthen the professionalization of police forces and highlight the efficiency of fair law enforcement.Deepening the relationship between the police and the people,building the police and the people trust system and other measures to effectively improve the level of public security organs.
