With the changes of urban economic structure and social management system,the contradiction between traditional urban community management and service system and residents' diversified interests appeals gradually becomes obvious.Community consultation is an important method of community governance and an effective means to coordinate the interests of all parties in the community.Gradually enter the people's field of vision.Since the 18 th National Congress of the Communist Party of China,the formal establishment and deepening of China's socialist grass-roots deliberative democracy has made the deliberative democracy achieve unprecedented development in both theory and practice.As an important part of China's socialist deliberative democracy,community consultation has increasingly become an important way for grassroots communities to autonomously and jointly govern.Community consultation is an important form of community consultation and an important way for community residents to participate in community public affairs decision-making.However,there are still many difficulties and problems to be studied and solved in the implementation of the system.Therefore,this study wants to systematically study the implementation of the community discussion and negotiation system in combination with relevant theoretical knowledge and practical work in the community,and propose countermeasures.This paper takes the P street in Shanghai as a case,using questionnaires,interview analysis and comparative analysis.First,search and consult relevant literature,and learn about the status quo of research at home and abroad and the overall situation of Shanghai.Then,a case study of Shanghai P Street was carried out,and the basic situation of P street and the development of self-government work were mastered.The development process of community discussion and negotiation was analyzed through growth and biography.Secondly,through the form of questionnaire survey,the current situation of the implementation of the community consultation system in P-street is discussed in detail.At the same time,the three community discussion cases of P-street are selected as the research object for in-depth comparative analysis,and the dilemma and reasons for the implementation of the negotiation system based on the Smith model.Perform analysis in four different dimensions.Finally,in view of the above problems and causes,combined with relevant theories and successful experiences at home and abroad,some countermeasures suggestions are given to improve the implementation of the negotiation and negotiation system of urban communities.In this study,it is found that the participation of the community discussion and negotiation subjects is relatively low,which is directly proportional to the interest.At the same time,the implementation environment of the community consultation system is not good,and there are four dimensions of idealization policies: the idealization policy is not widely understood,the implementation of the negotiation process and results is difficult to guarantee,the negotiating representative's deliberative ability is lacking,and the negotiation execution environment is not good.The fundamental crux of these dilemmas is the community residents,which have conceptual deviations,implementation biases,and conflicts of interest between the negotiating bodies.To this end,this paper believes that the design of the negotiation and negotiation system should be based on the low level of participation of the community residents.From the perspective of reducing the participation cost and enhancing the participation of residents,the paper proposes to improve the scientific nature of the negotiation and negotiation system,improve the implementation capacity of grassroots government agencies,and cultivate community residents.Negotiating literacy and breaking the barriers of community residents' participation barriers.
