Research On Community Consultation Under The Perspective Of Deliberative Democracy

Community,as the most basic unit carrying urban management and social interest coordination,is a microcosm of the macro society.Deliberative democracy is one of the important forms of people’s democracy in China,and it is easier to develop and implement on the platform of the community.The development of community consultation is an effective way to realize residents’ self-governance,build a socialist harmonious community and carry out grassroots democracy construction.Since Xiamen City has been identified as the national demonstration zone of community governance by the Ministry of Civil Affairs,producing a lot of experience that can be learned,spread and copied in community consultation practice.Therefore,this paper,first of all,combs and compares the concepts of consultative democracy,grass-roots consultative democracy and community consultation,analyzes the background of community consultation from the domestic and international aspects,and explores the functional effect of community consultation practice.Secondly,based on the case study,this paper concludes the practical exploration of community consultation in Xiamen city,and analyzes the current situation of the grass-roots democracy construction in Xiamen community governance.Thirdly,based on the survey results,combined with the development of community consultation,analyzes the existing problems in the practice of community consultative democracy in our country.At last,by combining the sorted data and the analysis of the empirical investigation results,the paper puts forward some countermeasures and suggestions to promote the further development of the community consultation from the aspects of subject,content,procedure,supervision and system.
