Research On The Problems And Countermeasures Of Citizen Participation In The Website Of Xi'an Municipal Government

With the increasing status of E-government citizen participation in the construction of local government websites,the channels of interaction between government and citizen are also broader.Under the situation of its rapid development,the citizen participation rate of our government website has been rising in recent years,which further promotes our government departments to make better and more convenient government services for the people in the existing environment and situation.However,due to various constraints,the current situation of citizen participation in E-government in China is not optimistic.There are many problems,such as weak awareness of citizen participation,imperfect participation procedures,difficulty in implementing the results of participation,and the relevant monitoring and feedback mechanism is still not perfect.Therefore,it is necessary to study citizen participation in E-government in China.Based on the detailed analysis of the current situation of citizen participation at home and abroad and the related concepts and theories,this paper first introduces the development history and current situation of citizen participation in E-government in China.Taking the citizen participation in E-government on the website of Xi'an Municipal Government as an example,this paper analyses the citizen participation in E-government on the website of Xi'an Municipal Government through questionnaire Then,it deeply analyses the problems and root causes of citizen participation in the website of Xi'an Municipal Government;then,it finds out the experience and enlightenment of citizen participation at home and abroad through in-depth comparative analysis of the experience of citizen participation in the development of foreign countries in the United States,Germany and the United Kingdom,as well as the experience of citizen participation in the development of Shanghai,Guangzhou,Chengdu and Qingdao.Finally,on this basis,this paper puts forward five countermeasures to improve our E-government citizen participation.Through the research of this paper,there are four main aspects of citizen participation in e-government websites of Xi'an Municipal Government: first,the standardization of the scope of citizen participation is prominent;second,the completeness of citizen participation procedures needs to be improved;third,the channels of citizen participation need to be expanded;fourth,the supervision system of citizen participation results needs to be improved.Its roots are in four aspects: ideology,law and norms,procedure execution,supervision and feedback mechanism.In view of these problems and their root causes,this paper puts forward five countermeasures to improve citizen participation in E-government in China by drawing lessons from the experience and enlightenment of citizen participation at home and abroad.Firstly,it is to continuously improve the construction of socialist democratic system in China,secondly,it is to improve citizen participation in relevant laws and policies,and thirdly,it is the process of improving citizen participation.And the fourth is to expand the channels of citizen participation and improve the ability of citizen participation.The fifth is to improve the supervision and feedback mechanism of citizen participation.
