| On 3rd August 2006, People's Government of Henan Province issued "The Henan Provincial People's Government General Office comments on the assurance of security of website content of the provincial Government (sent by Henan Government General Office No. [2006] 65)", which provided a detailed guidance for security of the government portal website. Municipal governments in Henan Province answered this call and started to strengthen the construction and maintenance of its own portal website. Official Website operated by municipal government is an effective information platform for citizens and enterprises, for it opens official affaires to the public, promotes the efficiency of the government, helps to establish a trust-worthy image and improves the environment of economic development. The 16th Party Congress stressed the need to promote e-government and to hasten the transformation of government functions and the government management innovation, supporting the better carrying out all work and administrative reform. In the construction of e-government, the establishing of online websites is especially crucial.Through the several years'developments, online websites of municipal governments in Henan province now possess four functions: opening the government affaires, publicizing, public involvement and on-line working. By investigating official online websites in 18 cities in Henan Province, it can be concluded that the most popular columns are linking the government, leadership mailbox, proposals and citizens dealing with office affaires. These columns provide a platform for the government and the public to have dialogues. Information is available in these websites which will save time for both the government and the public, thus improve the efficiency of settling things. However, it is found that, though some municipal online websites have some related columns, they are not up to date and the resources on these websites are sort of in a mess. The discovery of these problems provides some data for the construction of official online websites in other cities. Based on the analysis the content of websites, this thesis explores the functions, characteristics of these websites and their defects of construction and usages. After detailed analyzing and expounding and with communication theories, this thesis demonstrates the communicative functions of these official websites and their operating conditions and concludes with some proposal for developments of online websites of municipal governments in Henan province.
