A Study On The Construction Of Government Institutions In Shaanxi-Gansu-Ningxia Border Region

The Shaanxi-Gansu-Ningxia border region period is a very important period in the history of the CPC.During this period,the CPC has actively explored party building,government building and social construction,made great achievements and accumulated rich experience.Therefore,it is of great theoretical and practical value to study the hist orical process and experience of party building,government building and social constr uction etc.in this period.The research subject is the Shaanxi-Gansu-Ningxia border reg ion government institution building in this paper.It fully reveals the background,change s,measurements,achievement and historical position and revelation of the border region government institution construction.Its significance lies in summing up the basic state of the border region government institution construction,pursuing historical traces,summ arizing the historical experience,guiding the contemporary practice,enriching research f or the academic circle of the Shaanxi-Gansu-Ningxia border region government instituti on construction.And this written paper was about to throw away a brick in order to g et a gem.This paper firstly analyzes the endogenous driving forces of the construction of government institutions in the Shaanxi-Gansu-Ningxia border area:the natural and social environment of the border area,the summary and experience of the agrarian revolutionary war period,the need of the era in the Anti-Japanese War and other factors,those three aspects constituted the historical background of the construction of government institutions in the border area.Then,it sorts out the situation of the establishment of the border area government,the constitution and change of the border area government organization,the function of the border area government organization and so on.The next,it summed up four important measures to promote the Shaanxi-Gansu-Ningxia border region government institution construction,namely:enforcing the management of the contingent of cadres,implementing the "three or three systems",strict supervision by government agencies,following the principle of "better troops and simpler administration”.These four measures ensured the democratic,centralized,incorruptible,efficient and orderly operation of government institutions in the border area,promoted the final victory of the Anti-Japanese War and laid a solid foundation for defeating the Kuomintang and liberating the whole China.After a comprehensive discussion of the basic situation of the construction of border area government institutions,this paper puts forward four important inspirations.Firstly,the leadership of the party is an important guarantee for the building of governmentinstitutions.The Party exercises overall leadership over all areas of endeavor in every part of the country.Secondly,system construction is an important foundation for the construction of government institutions.Systems regulate the behaviors,and the implement of the construction of the government institutions would be pushed forward regularly if there were improved and better systems.Thirdly,the cadre team construction is the essential condition for construction of the government institutions.“The team of cadres is the most vital factor after determining routine and path.”Therefore,it is an important mission for the past,present and even the future government to organize a loyal,incorruptible and responsible cadre team with high quality.Fourthly,the principle of "better troops and simpler administration" was a necessary measure to promote the efficient operation of the government.Only by constantly simplifying the framework of the institutions and improving its efficiency can the government adapt itself to the changing situation.This paper hopes to provide reference for today's government institution construction through the comprehensive investigation of the government institution construction in Shaanxi-Gansu-Ningxia border region.So far,there were several simplifications and reforms of the institutions of PRC government.It has made great and visible achievements and has a good effect.On this basis,further lessons drawn on our party's historical experience of the construction of government institutions will certainly contribute to the construction of contemporary government institutions.
