Research On Management Of Digital City In Beian Development Zone Of Putian City

With the development of social economy and the continuous improvement of urbanization level in China,people's pursuit of quality of life is getting higher and higher.As a work affecting the quality of people's life,how to effectively strengthen the level of urban management,improve the quality of public service and meet the growing needs of people,has attracted more and more attention from governments at all levels.Meanwhile,Urban management is a very large,systematic and complex project.It has the characteristics of wide coverage,strong policy and large repetition.In the new situation,how to use modern information technology to realize the low cost but high efficiency in the city management has become an important subject that the government urgently needs to solve.Therefore,the study of digital city management is of great practical significance.This paper takes the digital urban management of the North Coast Economic Development Zone of Meizhou Bay in Putian City as an example to study,with a view to improve the level of urban management which has important and practical significance.Through consulting materials,field visits and personal interviews,we can understand the current situation of digital urban management in Putian North Bank Economic Development Zone and the existing problems of digital urban management in Putian North Bank Development Zone.We use the new public management service theory,urban governance theory,information theory and other theoretical knowledge,we also adopt comparison.The problems in the process of digital city management are analyzed with comparative analysis and literature research methods,such as weak management of digital applications,lack of overall cooperation among departments,single source of case collection,inefficient problem handling and low public participation.The reasons are also analyzed objectively,such as poor personnel management and collaboration mechanism.a lack of accountability between departments,insufficient system,uneven quality of collectors;imperfect performance appraisalmechanism;unclear rewards and punishment;unfavorable channels for public participation.Finally,on the basis of drawing lessons from the urban management experience of some cities at home and abroad,this paper puts forward some suggestions and Countermeasures for the current digital urban management of North Bank Development Zone,including: improving the personnel management mechanism,strengthening the training of managers;improving the inter-departmental cooperation mechanism,clarifying the scope of inter-departmental authority and responsibility;improving the investment mechanism;Strengthening capital guarantee;optimizing the collection system of digital urban management cases,carrying out special training for collectors;improving the performance evaluation mechanism,clarifying the scope of rewards and punishments;expanding the channels of public participation and strengthening the promotion and publicity of digital urban management etc.
