Operation Performance Evaluation Of Smart Community From The Perspective Of Stakeholders

Recently,smart communities dominated by real estate developers blossom everywhere.Multiple stakeholders are involved in the construction and operation process of smart community while the lack of industry standards and evaluation system and the neglect of stakeholders' interests result in many problems in the operation of smart communities.In order to ensure the healthy and long-term development of smart communities,the operation performance evaluation of smart community need to be solved urgently.Therefore,considering the interests of stakeholders comprehensively,the performance evaluation indicators and a quantitative evaluation method for smart community are proposed in this thesis,so as to establish a more reasonable system of performance evaluation indicators and quantitative evaluation model.Generally,the main research results are as follows.(1)The research background is illustrated.Moreover,the current status of domestic and foreign studies is investigated and analyzed from smart community and its operation performance.The results indicate that the existing domestic studies on the operation performance evaluation of smart community are still scarce and limited to some extent,and pay more attention to the entity construction of smart community rather than to stakeholders.(2)According to the concepts of smart community and performance,the concept of the operation performance of smart community is defined,i.e.the achievement degree of stakeholders' need and expectation including the performance of process and results.Next,the stakeholders in the operation process are distinguished through analyzing the construction and operation process of the smart community,and core stakeholders are defined using power/interest matrix which includes real estate developer,property management company and residents.(3)The spatial and temporal distribution and technology combinations of smart community in China are summarized based on network and literature materials.The operation situation of smart community is analyzed based on survey of core stakeholders,then using the performance prism model,a qualitative analysis framework of the operation performance of smart community is established.(4)The performance evaluation indicators are identified on the basis of analysis of stakeholders and relevant studies.Then the indicators are filtered by questionnaires which includes 3 first-class indicators and 19 second-class indicators finally.(5)DEMATEL-ANP model is chosen as the quantitative evaluation method for the operation performance of smart community.After defining the weights of indicators,the Obstacle Degree Model is put forward to analyze the evaluation results.(6)The smart community of JLH in Nanjing is used as the case study objects,whose operation performance is evaluated by the aforementioned index system and evaluation model.Finally,the results of evaluation are analyzed and the countermeasures and suggestions are proposed.
