Information Integrated Model And Empirical Study On Performance Evaluation Of Smart Government Platform

With the continuous deepening of the construction of smart cities in China,local governments are actively transforming into smart governments and promoting the development of smart government affairs.The construction of smart government platforms is a key link for the development of smart government.However,the construction levels of the smart government platforms of various local governments are uneven,and there are no unified standards at the national level.It is not clear that the advantages and disadvantages of its own platform.Therefore,in order to fully understand the construction of the smart government platform and provide the basis for the follow-up construction of the smart government platform,it is necessary to construct a scientific and complete performance evaluation plan.Basing on the objective evaluation of performance,it is necessary to identify the development advantages and pain points in order to promote the steady development of the smart government platform.First of all,this paper clarifies the research background and significance of the performance evaluation of the smart government platform,and finds the purpose of this research.By analyzing of domestic and foreign literature research on smart government affairs,smart government platform and information integration methods,the direction and innovation of this article are determined.The concepts of the smart government,the smart government platform and the performance evaluation of smart government are expounded respectively.The connotation of the six basic functional modules of the smart government platform and the main points of the information integration theory are clarified.Secondly,by analyzing the significance,function and construction principle of the performance evaluation index system of the smart government platform,the six functional modules of the government affairs opening platform,the administrative office platform,the administrative parallel approval system,the public opinion control platform,the online supervision platform and the document management system are the entry points to construct a performance evaluation index system for the smart government platform and analyze the indicators.Thirdly,this article clarifies the selection basis of the information integration model of the performance evaluation,and expounds the theory of intuitionistic fuzzy number and intuitionistic fuzzy entropy.Through the detailed analysis of the construction of the smart government platform,it is determined that the evaluators are the research institution experts,the relevant government officials,the relevant personnel of the enterprise and the public.The performance evaluation information integration model of the smart government platform is constructed according to the index system dimension of the smart government platform.Then,this model uses the intuitionistic fuzzy numbers and the IFWA operator to obtain the priority sequence.Finally,in order to verify the rationality of the information integration model in this paper,an intelligent analysis of a smart government platform,one of the top 50 outstanding practice cases in the 2016 China Smart Government Development Annual Conference,is an example for the analysis.The platform is analyzed by choosing the appropriate evaluators,determining the weights of the various evaluators and the index and quantifying the evaluation content.The performance evaluation information integration solution method was used to obtain the calculation results,among which the performance value of the public opinion control platform is the highest.We offer the suggestions for the four modules with poor performance.We should optimize the management of the opening platform of government affairs,promote the efficiency of the administrative examination and approval system,improve the service capacity of the online supervision platform,and improve the level of the document management system.The performance evaluation model provides a new research perspective for the performance evaluation of the smart government platform,and a reference for evaluating the smart government platform in a certain region.
